Minutes of June 18, 2014 were approved.

Proposal submitted by the Island Wide Youth Collaborative (IWYC):  The Board reviewed a proposal by the IWYC requesting funding for a program of training for health- and social services providers and parent forums as part of a broader effort to coordinate Island service organizations and emergency services to address youth crisis issues such as addiction/substance abuse, mental/emotional instability and related issues.

Jan Buhrman reported on her work with the groups involved in the IWYC, which include, among others, MV Community Services, the Y, the Youth Task Force, Island schools, Martha’s Vineyard Hospital, and law enforcement.  She described a situation where, due to a lack of outpatient crisis preventive services for juveniles, the youth’s problems escalate into a crisis.  The ER then has no option but to send the youth to a facility off-Island.  Members felt that this issue represents a genuine public health priority, which has shown an alarming increase in acuity in the recent past.

Matt Poole reported that discussions among the six Island Health Agents around these issues showed strong support for the concept and for the proposed program.  He noted that, as this program is only now getting underway, it is not possible to allocate unspent funds from the FY’14 budget to support this very valuable and laudable effort.  Agents working with their respective Boards will do their best to see if this important initiative can be supported out of FY’15 budgets, and a form of cost-sharing among the Boards will have to be developed.  The Board asked Marina Lent to send a brief description of the “50/50” funding formula to Agents to facilitate evaluating possible terms of cost-sharing.  

Jan Buhrman also reported on a recent regrettable decision to cut back the availability of Juvenile Probation Officer Shawn Schofield, and showed the Board a letter from the IWYC to the Office of the Commissioner of Probation requesting urgently to have the hours of the Juvenile Probation Officer reinstated.  The Board asked Marina Lent to produce a letter along these lines for Board review and signature at its regularly scheduled meeting on July 2, 2014.

Vineyard Smiles  The Board reviewed a proposal for the Vineyard Smiles dental clinics and school-based tooth tutoring for the Town.  Vineyard Smiles will be responsible for providing Portable Oral Health Services (POHS) to low income adults who are residents of Martha`s Vineyard. Dental hygiene services are provided by Polished LLC, to include but not be limited to the following (in accordance with the ethical standards of treatment required by the Massachusetts Board of Registration in Dentistry and any other applicable standards for provision of oral health care to adults):  Oral Exam; Prophylaxis of teeth and dentures; Fluoride Treatment; Referral Service.

Sheep on the Chilmark Landfill  The Board asked Marina Lent to look into the possibility of having Chilmark farmers graze sheep on the Chilmark landfill cap.
