Tea Lane Caterer’ food establishment kitchen Dee Smith, owner of the Tea Lane Caterer, and Manager Beth Kaeka came before the Board for a discussion of the outdoor ware washing station serving the Tea Lane Caterer’s kitchen.  Matt Poole stated that he had been alerted to the ware washing station by Plumbing Inspector George Apostolides.  The station, which has been designed with the assistance of wastewater engineer Kent Healy, consists of a three-bay stainless steel sink serviced by hot running water, with rinse water running out to cisterns downgrade from the station.  It includes cleanable plastic shelves, and wares are washed, air dried, and stored indoors.  It is sanitized daily at beginning and end of the workday.  Matt Poole expressed a number of concerns, including options for warewashing in adverse weather, inability to exclude pests in an open-air situation (or to guarantee that they have not been around overnight), and concerns that a precedence for permitting outdoor warewashing would lead to unsuitable activities at less propitious locations (more densely populated, adverse topography, more intensive use, including dishes at large restaurants).

Dee Smith noted that greasy runoff is minimized by first of all, not having dishes to wash (these are rented and returned to the facility—they do not pass through the catering kitchen), and secondly, by wiping wares to be washed with paper towels to ensure no food residue is flushed into the cistern.

The Board asked the Tea Lane Caterer to review Title 5 and 1999 US-FDA Food Code requirements and come before the Board with a compliant proposal.

Menemsha Harbor Pumpout Station:  Chilmark Selectman Jonathan Mayhew and Chilmark Executive Secretary Tim Carroll came before the Board to discuss operation requirements for the new harbor sewage boat pumpout which was recently installed in the Chilmark Harbor.  He described a hands-on training session with the pump manufacturer, attended by BOH Administrative Assistant Marina Lent and all Harbor staff.  Operation instructions that come with the unit are laminated and posted.

The Board of Health asked that the following procedures be clearly and explicitly posted at the Harbor Shack and that responsibility for compliance needs to be ensured:
  • Unit to be stored indoors when not in use (not in sunlight on the dock);
  • Bucket to be stored with hose, draining upside-down;
  • Tank needs to be monitored by a specified responsible employee, volume logged and tank pumped at the half-way mark.
Tim Carroll noted that the State requires monthly reports of sewage volume.  Assistant Harbormaster Glenn DeBlase will be responsible for tank pumpouts.  Matt Poole asked whether the pump has the power to push the tank-lid off the tank and expel sewage onto the ground surface.  

The Board will provide Hep B and Tentanus immunization to harbor employees through its contract with the Cape Cod VNA.  The Board also stipulated that gloves and eye protection should be worn when operating the sewage pump.

Jonathan Mayhew, attending to represent Harbor oversight Selectman Warren Doty, noted that installation of a new piece of equipment provides an excellent opportunity to set parameters, and that training/review should take place at the beginning and end of every season.

Van Linda, 16 Wintergreen Way (18-21) The Board approved a replacement well permit application for the property which does not require variances from Chilmark Board of Health separation requirements for private wells.

Doyle, Rob & Cindy, South Gate Road (3-60) The Board approved a septic system construction plan revision submitted by Reid Silva.

Flanders, Flanders Lane (26-31.2)  The Board approved a septic system construction permit application presented by Chris Alley, which will be issued after a well completion report is received.

Plasse, 33 Ebens Lane (13-23)   The Board approved a septic system revision presented by Chris Alley which does not require variances.

Epstein, 58 Hammett Road (9-4)   Chris Alley presented a septic system construction permit application for a one-bedroom barn/guesthouse.  The plan does not require variances, and the Board approved the plan with the stipulation that the well, which was originally drilled in 1995 and never placed in service, should be retested for flow and water quality.

Information mailing The Board amended a proposed draft letter to Chilmark School parents regarding summertime precautions regarding ticks, mosquitoes, sunburn and more.

Lucy Vincent Beach   Marina Lent reported that the Town has been granted a Tier 3 sampling variance for the ocean at Lucy Vincent.  This means that beach water testing is only required every 30 days (instead of every week). The variance expires June 2018.
