Minutes of May 19, 2014 were approved.
Solomon, 27 Old Ridge Hill Road (11-2.5) John Clarke presented a well permit application to install a second well on a property which may be subdivided to provide for a Youth Lot. The second well will serve a house under construction on the far end of the property, making a 600’ trench for a waterline unnecessary. The Board approved the application.
Wall, 8 Sheep Pen Lane (33-92) The Board received notification that installation of this septic system is imminent.
Mosquito Testing: The Board confirmed that funding has been set aside for a mosquito testing program, which will be administered by Dukes County. The Chilmark testing site is in the vicinity of the Chilmark School.
CC-VNA Contract FY’15: The Board reviewed a contract proposal from the Visiting Nurse Association of Cape Cod (VNA-CC) for FY’15. The Board was satisfied with the proposed public nursing activities.
The Vineyard Smiles dental clinic, which used to be subsumed under the public nursing contract with the Vineyard Nursing Association, will be administered by the Health Care Access Program; in future, it will be available to income-qualified adults. The school clinics and tooth tutoring classes will also continue to be a part of this program.
The Board also discussed possible funding for additional public health services in the coming year: Island Boards of Health have a modest amount of funding that has been set aside to enable unmet needs to be addressed. Some of these might in future involve funding for important and proven public health-related grant programs such as those funded by the five-year grants awarded by the Martha’s Vineyard Hospital. Another urgent, largely unmet need on Martha’s Vineyard is crisis management services for pre-teens and teens. Jan Buhrman will work with Martha’s Vineyard Community Services to support work in this area. Matt Poole reported that the Tick-Borne Illness initiative, also a MV Hospital grant, will likely have funding through 2016.
5:30 PUBLIC HEARING
Seward, 11 Molly’s Way (27.1-54) Kent Healy presented a three-bedroom septic system construction permit application for an upgrade which requires the following variances from Chilmark BOH Regulations: leaching bed to property line separation: 30’ required, 10’ provided; leaching bed to wetland: 100’ required, 75’ provided; leaching bed to cellar/crawl space wall 20’ required, 5’ provided. Marina Lent reported that one abutter (Leah Littlefield) had stopped by to say she has no objection to the proposed plan. Matt Poole noted that equal distribution to all trenches cannot be guaranteed and that he is therefore not completely comfortable with the design. The Board approved the system as proposed.
Tea Lane Caterer facility review: The Board reviewed the Tea Lane Caterer kitchen. Jan Buhrman, owner of the Kitchen Porch catering company, did not participate in the Board’s deliberation on this item. The kitchen uses an outdoor ware washing station which drains into cisterns down-grade from the facility. The Board noted that plein-air grey water disposal is not Title-5 compliant, except in the case of outdoor showers. In reviewing the file, the Board also felt that the establishment has significantly expanded in the years since it was first approved in 1997. Although the kitchen is clearly well-run and carefully maintained, it may well be at- or over-capacity for the proposed uses, as evidenced by the need to set up an outdoor ware washing station. The Board
asked Marina Lent to contact the owner, Dee Smith, and ask her to come before the Board at its next session to respond to Board questions about the facility.
Menemsha Harbor Sewage Pumpout system: The Board reviewed an operations manual to guide the Harbor Department in operating a new sewage pumpout system for the Menemsha Harbor. There will be an orientation run by the system installer on Friday, June 6. The Board felt that safety issues will need to be more explicitly addressed, and asked to be informed of the following: location of sewage hose storage when not in use, availability of gloves and hand washing protocols, including provision of hand sanitizer, and assurance of thorough instruction of harbor staff in safety protocols. Katie Carroll will try to attend the orientation.
Fertilizer Regulation: Following the successful adoption of Fertilizer Regulations by all six towns, it is now time for Board of Health offices to prepare for implementation. Matt Poole noted that this would be an extremely important time to engage in public education on this matter, while the public is interested and curious following the voting process. Marina Lent stated that she is willing to adapt Nantucket public information materials towards this end, but has been unable to locate them online. Matt Poole will send the information.
Menemsha Inn PWS#4062001 Sanitary Survey—The Board of Health office received the Sanitary Survey report for the public water system at the Menemsha Inn. There are no violations requiring mitigation at this time.
