Tea Lane Caterer warewashing station: Kent Healy spoke to the Board regarding an outdoor ware-washing station serving the Tea Lane Caterer. He noted that this system was found to be in violation of the plumbing code. Once the pipes have been removed and replaced with a different conduit, it will no longer violate the plumbing code. He stated that environmental and human health considerations for safe disposal of rinse water from the ware washing station are adequately addressed at the site in question.
The Board noted that this form of wastewater disposal is not exactly Title 5 compliant, and reviewed other examples of greywater disposal in Chilmark. The Board also reviewed Food Code requirements and concluded that, at this time, it did not have sufficient information about what is being washed at the station, and in what volume, and whether water temperature and equipment requirements of the Food Code were met.
Marina Lent will conduct an inspection of the kitchen within a week, and will collect further information for future consideration by the Board.
Parker, 9 Moses West Road (32-46) The Board reviewed a replacement well permit application submitted by John Clarke. The proposal will go to the Conservation Commission, as there are wetlands on the property. BOH well separation requirements are met by the proposal. The old well is in fact located within a spring, thus, conventional decommissioning per DEP Private Well Guidelines will not be possible; John Clarke will attempt to pull the old well, granted ConCom approves same. The Board approved the permit.
Martin/Katz, 1 North Ridge Road (18-30) Reid Silva presented a proposed tie-in for studio. The Board noted its prior discussion of the idea, and pointed out that the requested bedroom count has not yet been accomplished.
Shaloub, 205 South Road (18-107) Reid Silva presented a septic system construction permit application for a guest house and horse barn. The horse barn will have a separate 3 bedroom system for a bathroom and laundry. The latest proposed configuration of living space is as follows: 3 bedroom house with attached 1 bedroom studio, 2 bedroom guest house, 1 bedroom equivalent for the horse. The proposed system has a 7 bedroom capacity. The Board approved the permit.
Marvel, 35 Cranberry Hill Road (20-70) Reid Silva presented a septic system construction permit application for a six-bedroom system to serve an existing two-bedroom house and a proposed future four-bedroom addition. The system does not require variances and was approved by the Board.
Cook, 12 Heath Hen Way (18-47.2) Reid Silva presented a septic system construction permit application to serve a proposed three-bedroom house. The system does not require variances and was approved by the Board.
Homeport Restaurant Josh Aronie , the new chef for the Homeport Restaurant, and sous-chef Carl Alterman came before the Board to introduce their plans for the establishment. New equipment has been ordered, and the entire operation has been turned inside out and scrubbed down. The Back Door take-out will be operating for lunch and dinner, and the full restaurant to open shortly after Memorial Day. Marina Lent has done a preliminary inspection to determine that the proposed Back Door opening will be feasible prior to arrival of all the new equipment.
Josh reported that he had attended the class on Vibrio Control in Oak Bluffs on May 13; he is considering moving the raw bar inside. The Board welcomed this idea. One of the two walk-in coolers – the cooler of the two—will be reserved for seafood. In addition, Carl reported that they plan to install moisture filters in the walk-in coolers, which will significantly improve food storage conditions, especially in the busy hot and humid months of peak use.
The Board pointed out that the micro-FAST septic system requires and Operation and Maintenance contract, and that it remains important to keep an eye on total use levels going into the system. The Board asked for the current status of the Operation and Maintenance of the FAST system to be transmitted to the BOH office.
Beach Plum Inn: Danielle Pattavina came before the Board for a preliminary discussion to determine what would be required to obtain an off-site catering permit for the Beach Plum Inn kitchen. She also went over recent upgrades undertaken in the kitchen, including a new grease trap, refinishing of walls and floor, a new vegetable sink, and a handwash sink replacement. The Board advised that the hardware on the sink needs to be replaced with paddle handles, or, ideally, a foot-operated sink which can be obtained from a medical supply place.
The Board stated that a catering license for the Beach Plum Inn kitchen will require a plan review to assess the capacity of the kitchen, food-appropriate transport, hours of operation, volume of people to be served and a Food at Retail HACCP plan.
Flanders, Flanders Lane (26-31.2) Matt Poole noted that the septic system construction permit plan shows groundwater separation which will require a variance. The Board asked Marina Lent to contact Chris Alley to resubmit a plan showing required variances.
Food Borne Illness Investigation Marina Lent reported on a Salmonella sp investigation reported to the BOH office in which one of the ill persons reported eating at Chilmark food establishments. She had spoken to the Grey Barn, one of the establishments listed in the investigation, and confirmed that they are not providing the meals claimed to have been served; nor have they had house guests. The Board concluded that this is likely a misidentification of the food establishment on the part of the visitor, and asked Marina Lent to follow up.
Perc Season: The Board decided that the perc season will be closed as of June 1.
Pond @ LVB: In light of a bacterial exceedance in pond water from a pre-test conducted at the bathing beach site at the Lucy Vincent Beach Pond, the Board decided not to issue a bathing beach permit for the Pond this season: the Pond will be posted as closed to swimming both at the pathway from the parking lot and at the normally-used beach site. It continues to be a popular gathering place for birds.
Public Health Information mailing to parents: The Board asked Marina Lent to prepare a public health information mailing that can be sent home to Chilmark School parents via the Parent-Teacher’s Organization. School ends late June. The Board will review a draft mailing at its meeting on June 18th.
Youth Task Force: Matt Poole reported to the Board on a meeting held with Youth Task Force representatives regarding ways in which public health officials on Martha’s Vineyard could assist the Task Force in keeping young people safe and healthy: disposal of medications with abuse-potential such as narcotics and anxiolytics; “Responsible Beverage-Server” training for catering company staff (since private catered events are both common on the Vineyard and a less-closely regulated venue for consumption of alcoholic beverages); and provision of the opiate-overdose reversal aid Narcan (administered as a nasal spray) to police and possibly others who are likely to be present in the case of an overdose. Narcan is presently carried on island ambulances, however, especially
up-Island, the difference in response-time between police officers and ambulance personnel could make a significant difference in patient outcome in the event of a narcotic overdose. The Board agreed that all three initiatives are worthy of support, and looks forward to working with the Youth Task Force and other Island Boards to bring about progress in these important public health areas.
