Damroth, Blacksmith Valley Road (35-6)   David Damroth presented a well permit application prepared by Island Water Source to construct a replacement well.  The old well is being replaced because renovations of property will be undertaken. A second well on the property currently serves the abutter on Map 35 Lot 4.  The Board requested a letter from David Damroth stating that the property owner accepts having a well serving the abutter present on the property, and approved the well permit application on the condition of receipt of the above-mentioned letter and notation in the well completion report that the well being replaced will be properly abandoned in accordance with Private Well Guidelines of the Mass Department of Environmental Protection.

Photovoltaic Panels on the Chilmark Landfill Cap  The Board met with Rob Meyers of South Mountain Company, which will install the photovoltaic panels on the Chilmark Landfill cap.  The installation plan originally foresaw burial of electric lines along the landfill—however, the Department of Environmental Protection pointed out that buried conduits near a gaseous landfill are a possible fire hazard and are to be avoided wherever possible.  So the plan has been adjusted to install poles alongside the landfill.  The poles will be installed close to the treeline, and as short as possible so as to blend in as much as possible. The company has approached the Flanders who own the abutting property to ask if it will be possible to attach anchors to the poles, which would intrude on the fringe of the property.  In case this option is not acceptable to the abutter, the poles will have to be nudged out into the existing roadway that runs alongside the landfill.  If that happened, it would be necessary to assure that access to the detention pond at the end of the landfill could be attained via Middle Line Road.  He noted that the landfill-closure conditions do not mandate maintenance of the road, but only maintenance of the detention pond.  The Board felt that poles are too ugly.  The Board was also unclear as to whether the Town has the right to use the Middle Line Road to access the detention pond. The Board noted that the Town has opted not to have a fence built surrounding the landfill cap—in that case, maintaining intact brierbrush is highly desirable.  The Board asked Marina Lent to confirm the status of town right of access to the detension pond, and will address this issue on the basis of further findings if necessary.

Hoxsie, 14 Marjo’s Way (27-2) Reid Silva came before the Board to discuss a proposed septic system upgrade proposal for 14 Marjo’s Way.  The Board determined that a public hearing will be required, and set the hearing date for its next meeting May 7 at 5:30pm.

Caldwell, 27 Cross Rip Lane (24-20.1)  Reid Silva presented a septic system construction permit application which will not require variances.  Groundwater is somewhat elevated at 64”, however, the topography of the area will make elevated construction blend in.  The Board approved the permit on the condition that the system should be completed by July 1, or prior to occupancy, whichever comes first.

Banta, 11 South Abel’s Hill Road, (24-229)  Reid Silva presented a septic system upgrade construction permit application for an existing four-bedroom house with detached bedroom.  The plan does not require variances and was approved on the condition that a bedroom count is conducted confirming the required capacity of the system.

Perc Season:  In light of rain and moisture conditions currently obtaining, the Board decided that the perc season will remain open at this time.  The Board will review the matter at its next meeting on May 7, 2014.

Reid, 5 Guerin Lane (18-14.5) Title 5 Official Inspection Report – passes

Gossage/Lotterman, 36 Henry Hough Lane (25-25)  The Board noted that an Title 5 Official Inspection Report passes and recommends a pumpout.
