Minutes of February 19, March 5, and March 19 2014 approved.
Wall, 8 Sheep Pen Lane (33-92)~  George Sourati presented a septic system upgrade proposal.  He noted that the current system has failed an inspection done in December 2013, however, the Board had not received a copy of that inspection.  In light of the imminent hazard to human health posed by a failed septic system in groundwater near a drinking water well, the Board ordered that the system should be replaced within 90 days in order to avoid heavy use of the failed system by the new owner during the upcoming summer season.  George Sourati pointed out that it might be difficult to meet this deadline.

  Perc tests conducted on the property over a number of days showed very poor soils – only on an adjoining lot, which is under the same ownership and is to be merged with Lot 92, were adequate soils found.  The system will require a pump chamber and some re-grading to accommodate the proposed system.  The Board deemed that a property line variance will not be necessary in light of the proposed merging of the lots.  The plan will require reduction of the required separation of 150’ between leachfield and wetland to 128’.

The Board stressed that, with soils and topography as complex and challenging as those found on this property, close supervision and ongoing involvement of the design engineer during the construction process is paramount to ensure a properly functioning system.  The Board also noted that the well will also have to be replaced, as the disinfection system installed last summer was a temporary measure to render the water safe to drink.

The Board approved the proposed system under the following conditions:  the plan is to be amended to remove the unnecessary property line variance for the merged lots; an exterior pump alarm is required; the engineer must meet with the installer prior to construction; the Board of Health is to be notified prior to the beginning of construction.


Da Rosa Homesite Lot, 9 Swan Way (11-69)  George Sourati presented a septic system construction permit application for a 4 bedroom house on a 43,000ft2 lot.  The system does not require variances, and was approved by the Board.

Temporary Septic System Installer Permit:  Matt Flanders came to the Board to discuss his intent to install a septic system at a Youth Lot being prepared for him at a property off of Flanders Lane.  He stated he was willing to apply for a 2014 septic system installer permit.  The Board was not inclined to issue a full Septic System installer permit, but will consider granting approval for installation of his own system on the condition that he work closely with the design engineer Chris Alley.  Future work and work on other properties could be approved on a case-by-case basis under an “apprenticeship” relationship with an engineer – following satisfactory completion of such work, the Board could entertain an application for a regular annual septic system installer permit.  Matt Flanders also stated that he was not clear at this point on the exact timeline for the installation of his system.  The Board suggested that he bring in a completed septic system installer permit application for review and to grant limited permit relating to the system in question when installation is imminent.

Mayhew, South Road (part of 30-48.1) Reid Silva  presented4 bedroom septic system construction permit application which does not require variances.  Monitoring pipes placed during an out-of-season perc test show groundwater at 61”.  The Board approved the fully-compliant system.

VNA Contract FY’14  The Board approved a contract covering the remaining months of the FY’14 public nursing contract with the Cape Cod Visiting Nurse Service.

Food Truck The Board granted a Temporary Food Establishment Permit extension to the Food Truck operated by Josh Aronie enabling operation of the truck at Homeport Parking Lot to May 2, 2014

Town Building recycling:  Marina Lent reported that she will continue to work with town staff to estimate current and potential levels of recycling in town buildings.  The Town Hall is now collecting compost.
