Wiesner, Boston Hill Road (30-76) Chris Alley discussed a 4-bedroom capacity septic system construction permit application for a potential 3 or 4 acre lot from a 24 acre property which largely consists of wetlands and some of which is already under a conservation restriction. The proposed septic system for the possible lot would require one variance, separation of 10’ feet from the property line, instead of the 30’ required by Chilmark BOH Regulations. The property line in question is the piece under conservation restriction. The well location, which has been staked and approved by the Conservation Commission, meets the 150’ separation requirement. A driveway location has also been approved by the ConCom.
In consideration of the fact that this proposal will involve creation and likely sale of a new lot, the Board felt that it would be best to address this application and variance consideration through the formal public hearing process. The hearing can be held at the next meeting of the Board on July 3, 2013 at 6:15pm.
Kauffman, 20 Chappaquoit Road (24-210, 211) The Board recalled that its discussion at the last meeting had determined that a public hearing is not required for this proposal; it has been listed as a public hearing in today’s agenda in error. Chris Alley presented a septic system construction permit application for an upgrade to an existing 6-bedroom system in the Coastal District off Chilmark Pond serving two existing 3 bedroom houses. The existing system was approved with a variance from the 5’ vertical separation to groundwater required by Chilmark BOH Regulations to a 4’ separation; a variance of 11’ rather than 30’ to the property line; and a separation from the leaching system to the locus well of 153’ rather than the 200’ required
for the Coastal District under Chilmark BOH Regulations.
Chris Alley confirmed that the regular and frequent pumpout schedule was due to conscientious maintenance, rather than marginal function of the system.
The proposal will involve reducing the number of bedrooms to five; keeping the existing leaching system (with area set aside for a future five-bedroom leaching field which meets Chilmark BOH separation requirements); and replacing the existing 1,000 gallon tank and pump chamber with a 1,500 gallon FAST tank and 1,000 gallon pump chamber.
The Board approved the proposed septic system construction proposal with the following conditions: if seasonal use, the FAST system will require twice-annual effluent monitoring tests: one in the second half of July and one in the second half of September. If the dwellings are occupied more than 6 months of the year, a regular schedule of quarterly inspections of the micro-FAST will be required.
Collins, Tea Lane Farm (12-4) Kent Healy requested to amend the well construction application to reflect an additional, rather than a replacement well at the property, which is a working farm. This would enable the occupant to maintain existing well to serve the dwelling, and the new well will serve the greenhouse and premises. The Board agreed to allow for an additional agricultural well on the property, and amended the permit accordingly.
Rowe/Grey, 22 Kennasoome Way (11-55.4) Chris Alley presented a septic system construction permit application to address a system that was hooked up to a guest house by a prior owner of the property without BOH authorization. The proposal is to keep the existing leaching system, add a 1,500 gallon septic tank and convert the 1,000 gallon tank into a secondary settling tank.
The Board approved the proposal, on the condition that construction must be completed by October 1, 2013, and asked Marina Lent to write a letter to the owner stating the condition of approval.
Syslo, 4 Lobster Lane (17-14) Reid Silva reported to the Board that the existing system at the property is not functioning well, and that the owners would like to upgrade the system. He discussed a suggested proposal to reduce the existing four bedrooms to three (which is the maximum number of bedrooms allowable for the 0.7 acre property), and asked that the Board permit an out-of-season perc test. In light of recent heavy rains, the Board granted permission for a perc test, which should take place without undue delay.
O’Gorman, 31 North Road (3-6) The Board considered a well permit application submitted by Jeff Kurth for the property at 31 North Road. The Board was unable to approve the application at this time, as the accompanying plan does not adequately show the well location, water lines and septic system separations as required by Board of Health Regulations. The Board asked Marina Lent to contact the well driller.
Belhaven Real Estate Trust, (13-4) The Board reviewed a Form C Subdivision application submitted by George Sourati. Subdivision proposes to create a 17.7 acre lot, with the existing house on an 8.9 acre lot, and two 4.4 and 3.4 acre (buildable) lots. The Board decided to assess the proposal at a time when the engineer is available to discuss how to handle the challenging and highly variable soils.
Bardwell, 69 King’s Highway (12-21) The Board reviewed a septic system construction permit application prepared by Kent Healy. The Board approved the plan.
