Moment of Silence:  The Board observed a moment of silence in memory of long-term Board member Mike Renahan.  The Board then welcomed Matt Poole who has been appointed as the interim Board member until elections are held in spring 2013.

Martha’s Vineyard Refuse District (MVRRD) BOH Representative:
The Board re-appointed Richard Osnoss to represent the Board on the MVRRD for a two year term ending October 17, 2013.
All-Island BOH meeting:  There will be an All-Island Boards of Health meeting on October 30, 2012, at the new Tisbury Fire Station, at 5pm.  The meeting will hear a progress report from the Tick-Borne Illness prevention initiative, and provide an opportunity for Board members to discuss matters of common interest, including, in addition to tick-borne illness prevention, Mosquito monitoring and control measures, and public nursing functions provided by local Boards of Health.

Tick Borne Illness Prevention: Public Event  Marina Lent described a proposed public presentation and discussion on the topic of tick-borne illness prevention, which is tentatively planned for November 14th at the Chilmark Public Library. The Board also welcomed suggested co-sponsorship of this event by the Aquinnah Board of Health and the Wampanoag Tribe. Marina Lent will update the Board as to ongoing preparations for this event. The Board welcomed this important public education initiative.

Atkins, 80 State Road (30-6): Reid Silva described house renovation plans for the former Boyd property at 80 State Road.  The plan will increase the size of some of the rooms, without increasing the number of bedrooms, and does not affect septic system separations.  The Board agreed that the proposed renovation plan is within the capacity of the existing septic system.

Kidd, 11 Greenhouse Lane (33-151):  Reid Silva requested permission to conduct an out-of-season perc test for the property at 11 Greenhouse Lane.  The existing septic system has failed and requires an upgrade.  No increase in capacity is foreseen.  The Board agreed to an out-of-season soil evaluation.

Wolkowitz, 6 Nickerson Farm Lane (21-48.3):   The Board asked Marina Lent to follow-up on well questions in order to determine how many wells are currently on the property and when the well decommissioning of all but one well can be accomplished as per requirements stipulated on the 2004 well construction permit.

Cunningham, 55 State Road (30-54): Matthew Kramer and property owner Bill Cunningham presented proposed renovation and building addition plans.  In addition, they requested clarification from the Board on the number of bedrooms permitted under the current septic system.  While the permit itself refers to two bedroom, the plan is titled as a three-bedroom system, and the flow capacity of the system shown on the plan is sufficient for four bedrooms.  The dwelling currently has three bedrooms.  The lot is 29,409 ft2, and therefore, according to the rule allowing one bedroom per 1,000ft2, this property can technically only support two bedrooms.  The renovation plans would result in three bedrooms in the house; the Board agreed to accept a three-bedroom capacity designation for the septic system, and accepted the renovation plans as proposed, provided that the room in the garage is rendered incapable of being defined as a bedroom under Title 5.

Cottle, 10 Arno Camp Road (24-181): Wesley Cottle presented house renovation plans to the Board of Health for review. The proposed renovation plans for the Cottle residence at 10 Arno Camp Road are within the capacity of the existing septic system, and do not affect required system separations.

Jaffe, 95 Stonewall Road (32-70): Chris Alley submitted a well replacement application.  The Board noted reference in the file to a well drilled in 1999 without a permit, an oil spill in immediate proximity to a well, and two additional well permit applications, submitted in March and September 1999.   A well test dated 9/5/2003 indicates that a well on the property was producing 18 gpm. In light of this complex history, the Board requested more detailed information on the well history of the property prior to approval of a replacement well.  In addition, the Board will need a letter from the owner indicating awareness that Chilmark requires a greater separation (150') from their septic than the 130’ provided for in the plan.

Bell, 18 Meadow Lane (31-10): Chris Alley submitted a revised septic system construction permit and plan for a system which was constructed in May 2004. The revised plan shows the updated flow calculation for the infiltrators used, which yields sufficient capacity to accommodate a proposed additional bedroom.  The Board approved the permit.

Septic System Installer Permit application: The Board approved a 2012 Installer permit for Creato Excavation submitted by Tim Creato.

Segal, 97 Pasture Road (20-47.13): The Board took note of a Title 5 Official Inspection report – the system passes

Sederholm, 36 Kenasoome Road (11-55.6) The Board reviewed aTitle 5 Official Inspection report which passes, with the notation that “a maintenance pumping is required at this time”.  Marina Lent reported that Doug Sederholm has called to obtain a pumpout permit.

Harris, 1 Wequobsque Road (30-46): Title 5 Official Inspection report – system conditionally passes, with notation that “Installation of a riser to grade on the leaching pit is recommended. Leak testing of the septic tank and patching of the mid-point seam should be accomplished as necessary.”  The Board asked Marina Lent to write a letter to homeowner Ruth Harris, informing her of the inspector’s recommendations.

Langman, 25 Menemsha Inn Road (21-52.2):  The Board took note of a Title 5 Official Inspection report – the system passes.

Enman, 28 Huntington Way (16-16.1): The Board took note of a Title 5 Official Inspection report – the system passes.

Lilienthal, Menemsha Inn Road (21-52.1):  The Board received a Title 5 Official Inspection report which shows that the system has failed, due to backup of sewage into facility or system component as well as ponding of effluent to the surface of the leaching system.  The Board asked Marina Lent to write a letter to the property owner to contact the Board within 90 days of receipt of the letter to outline the process of upgrading this failed system.

Vineyard Smiles  A dental clinic, organized by the Dukes Council Health Care Access Program will be held for seniors on October 26 2012 at the Up-Island Council on Aging.

Rabies Control Policy in Chilmark  Marina Lent explained that the Chilmark Board of Health does not currently have a policy in place regarding rabies control measures.  While a detailed MV plan has been produced and adopted by Edgartown, and made widely available to Island Animal Control Officers, Boards of Health and veterinarians, the Chilmark Board of Health has not formally acceded to that plan.  It is therefore up to the Board to determine a rabies policy to guide our actions in the future.  The Board asked Marina Lent to review the statutory local BOH responsibilities for rabies control, and to report to the Board at its next meeting.
