Joroff, 5 Sarah Brown Lane (7-56)   Brooks Billingham presented a septic system construction permit application to upgrade the failed system at 5 Sarah Brown Lane.  The upgrade is for a four-bedroom system, and does not require variances.  The Board approved the application.

Chilmark School, State Road (30-95)  The Board reviewed and approved a bathroom addition tie-in for the Chilmark School prepared by Kent Healy.  

Greenburg, 8 Greenhouse Lane (33-30) The Board asked Marina Lent to write a letter to the property manager Leo DeSorcy, cc to the owner of the property, stating that the old well must be decommissioned prior to the beginning of September.

Moses, 11 East Lane (32-72)   Chris Alley presented a septic system construction permit application for an eight-bedroom system serving a proposed six-bedroom house and a proposed two bedroom guest house.  The plan does not require variances, and the Board approved the application.

Bernard (34-1.1)  The Board reviewed renovation plans presented by Chris Alley which would result in a four-bedroom house, instead of the existing five bedrooms, with one additional bath.  The Board noted the commendation of the design by the Site Review Committee.  The septic system, which was upgraded in 1997, poses no obstacle to the proposed renovation plans.

Abbott, 33 North Abel’s Hill Road (24-27) The Board reviewed renovation plans presented by Chris Alley to renovate the house which is currently served by a 6 bedroom system consisting of 2 cesspools.  Chris Alley explored whether a reduction in number of bedrooms to five, and the replacement of one of the cesspools with a 1,500 gallon septic tank, would be a feasible option; the Board noted that a six-bedroom renovation would require an upgrade of the septic system, but that a five-bedroom house could be served by the six-bedroom capacity leaching system with a new tank.  

Bernstein, 17 Chowder Kettle Lane (27.1-166) drinking water test – passed.  The Board noted that all drinking water samples taken as a condition of septic system upgrade approval in March 2009 have passed.  The Board decided to reduce the future water testing requirement to one annual test, to be conducted at the beginning of the season.

Azalea LLC, 11 Azalea Lane (29-7)  The Board reviewed a Title 5 Official Inspection Report showing that the system passes inspection, but further notes that “the leaching system may be approaching the end of its useful life,” but is “…adequate for continued light seasonal use.”

Vytlacil, 21 Squibnocket Road (35-24) as-built received, certificate of compliance issued.

Ground Source Heat Pump Well Guidelines: The Board approved the following proposed procedures for past and future ground source heat pump wells in Chilmark:  GSHP wells shall follow the Massachusetts Department of Environmental Protection’s “Guidelines for Ground Source Heat Pump Wells,” issued January 2012.  Together with a well completion report, the driller of GSHP wells shall submit: the UIC registration #, results of raw- and discharge water tests; pressure test results; and a to-scale as-built plan, showing water lines and including above-ground reference points and setbacks.

Pasteurization Permit: Marina Lent noted that Local Board of Health is not required to conduct pasteurization inspections under 105 CMR 541.011(E), or the federal Pasteurized Milk Ordinance 2009, which in fact recommends that local jurisdictions refrain from adopting the Ordinance unless they have the required staffing and laboratory resources.  She suggested that, if the local Board is not the primary inspecting authority, the permit fee should be reduced. The Board will review the question next spring, prior to issuing the annual pasteurization permits.

Permit Extension Act: The Permit Extension Act establishes an automatic four-year extension to permits and licenses during the period beginning on August 15, 2008 and ending on August 15 2012.  The extension does not apply to enforcement orders.

VNA FY’13 Contract  Marina Lent will draw up a proposed contract for VNA services in FY’13 that includes the Chilmark Flu Clinic planned for October.

The Board agreed to Marina Lent’s proposed vacation from Weds August 29 – Friday August 31 – Marina will also attend the Disaster Sheltering for Companion Animals Workshop on Monday and Tuesday, August 27 and 28, and will thus be out of the office all of the week of the 27th.  

Chilmark Flu Clinic:  A Chilmark Flu Clinic, for Chilmark residents only, will be held in October 2012, on a date to be determined.  Unlike the All-Island Flu Clinic, which will be held at the MV High School on September 22  and vaccinates only high school age and up, young children who live in Chilmark will also be eligible to receive a flu shot at the Chilmark Clinic.  A mailing will be sent out to all Chilmark year-round residents no less than two weeks prior to the clinic.  

Fuller, 51 State Road (30-53) The Board took note of a water damage claim notice for the property.
