Minutes of June 20 and July 11, 2012  were approved.

2012 Chilmark Road Race Sanitation and Trash Disposal Plan:  The Board approved a sanitation and trash disposal plan submitted by Hugh Weisman for the upcoming 2012 Chilmark Road Race, noting that the plan had functioned well in the past year or so to address problems experienced in the past.

Zoia, 18 Point Inner Way (33-114)  The Board reviewed an as-built letter and plan, the  FAST system Operation & Maintenance Agreement and Inspection Report, and a deed restriction on the barn, and issued the Certificate of Compliance for the 7-bedroom septic system serving the property.

Teller, 11 Lovey’s Cove Road (33-125)  the Board examined a floor plan for a proposed replacement guesthouse, and took note of a bedroom count for main and guest house conducted by Marina Lent.  The Board pointed out that a deed restriction, restricting the guest house to two bedrooms, will be necessary in order to be able to use the existing, 2-bedroom-capacity septic system which was built in 1996. The Board further asked Marina Lent to determine the history of approval of this septic system, since according to Title 5, 3-bedroom capacity is the minimum allowed under Title 5, which came into force in 1995.

Flanders, Tabor House Road (13-27) The Board reviewed a Form C Subdivision plan dividing the property into four lots.  The Board noted that the lots of the proposed subdivision would appear to support Title-5 compliant septic systems.

Well Construction Permit Application Process:  The Board considered revisions to its well permit application form and well permit approval process, and asked Marina Lent to provide a revised form and process outline to its next meeting on August 1, 2012.

Greenburg, 8 Greenhouse Lane (33-30)  Marina Lent reported that Zoning and Conservation Commission staff person Chuck Hodgkinson is working with the project manager for the property to resolve the irrigation system requirements.  Marina Lent has requested a decommissioning report for the existing well from John Clarke, who has provided assurances, but no timeline, for the required decommissioning of the well that was replaced in April 2012.  The Board asked that this issue be kept on its agenda until it is fully resolved.

Pachico, (Feiner) 7 Ridge Hill Road (11-47.3) Michael Tompkins presented a well construction permit application.  The permit indicates that Reid Silva staked the well on 7/18/2012.  The proposed plan requires one variance to BOH Well Regulations: the separation from well to property line will be 10’ instead of 30’, thus enabling separations between the well and a future septic system to be maintained.  The Board approved the application.

Vincent, Bartlett Woods (11-1.2) The Board reviewed a well construction permit application and plan prepared by Reid Silva; Katie Carroll, who is a direct abutter to the property in question, recused herself from the review.  Therefore, the Board had no quorum to reach a decision on this application.

Balaban, 35 Menemsha Crossroad (26-137)  Marina Lent reported that an as-built letter and plan have been received. Certificate of Compliance has not yet been issued pending receipt of an Operation and Maintenance agreement for the drip dispersal system  and final system inspection by Oakson, Inc.

Randol, 26 Harding Hill (18-59.2)  An as-built letter and plan were received, and the Certificate of Compliance has been issued.

EEE update: 21 towns slated for aerial spraying (none on the Cape & Islands)
