Present: Katie Carroll, Jan Buhrman, Mike Renahan
Also Present: Marina Lent (Administrator), Michael Tompkins (Vineyard Land Surveying and Engineering), Chris Alley (Schofield, Barbini & Hoehn), Jim Feiner (11-47.3)
Minutes of June 6, 2012 approved.
Pachico, 7 Ridge Hill Road (11-47.3) Jim Feiner asked the Board about how to proceed with a change in the site of a proposed well on an affordable housing lot recently established. The Board confirmed that the proposed location will not require an easement, and is prepared to review a fully completed permit application and plan indicating a staked well location.
Robinson, 4 Hammett Lane, (8-57) Chris Alley presented a septic system construction permit application for an 11-acre lot that would expand an existing 4-bedroom system to eight bedrooms to accommodate plans to build a second house. Monitoring risers will be added to the field, the two existing 1,500 gallon septic tanks and pump chamber will be kept in service and an additional row of infiltrators will be added. There are no variances required. The Board approved the plan as presented.
Greenburg, 8 Greenhouse Lane (33-30) Marina Lent reported on concerns expressed regarding apparent extensive landscaping and possible irrigation on the property. She noted that the well construction permit approved by the Board on DATE indicates that the old well is to be properly abandoned and that there is to be no irrigation established on the property, due to the sensitivity of the water supply to potential overuse.
Vytlacil, Blue Door House, 21 Squibnocket Road (35-24) Michael Tompkins described a septic system upgrade for the property. The plan will require variances to Chilmark regulations, and the Board will hold a public hearing to review the proposed plan at its next scheduled meeting, which will be held on July 11th. Marina Lent mentioned that the Tribe has notified the Board that this property is in an archeologically sensitive area.
Sherriff’s Meadow Foundation (Hepler), 83 Quansoo Road (22-5.1) The Board reviewed a septic system construction permit application for an upgrade of an aged system at a 2 bedroom dwelling submitted by Kent Healy – the plan requires no variances from BOH regulations. The Board approved the appication.
Beetlebung Farm Temporary Food Event Permit The Board reviewed an application for a Temporary Food Event Permit submitted by Chris Fischer to conduct Hoop House Dinners as fundraising events during the MV Film Festival, July 11 – August 15. Chris Fischer has reached an agreement with the Scottish Bakehouse to use the commercial kitchen as the bakehouse as needed for food preparation. Before being able to approve the permit, the Board requested clarification about which items on the menu would require preparation in the Scottish Bakehouse kitchen, required demonstration of safe transport and holding at the site, and information on provisions made for handwashing for food handlers at the site. The Board also stipulated that, unless the menu for each hoop house fundraising dinner is
identical, a separate temporary food permit will be required for each separate event.
Rose Morning Glory, Wequobsque Road (30-113) Michael Tompkins presented a septic system repair permit on behalf of Reid Silva. The plan requires moving a tank, and does not require variances to State or Local regulations. The Board approved the permit application.
Packer (Menemsha Market) 511 North Road (27.1-97) The Board noted that the as-built letter and plan received from Reid Silva does not reflect the pipes laid onto the adjoining property which appear to be connected to the newly-installed blackwater tight tank system. The site is not yet covered up: pipes are exposed. Mike Renahan noted that this may represent a threat to health, if exposure to raw sewage is involved. The Board urgently asked Michael Tompkins to transmit its concerns to Reid Silva.
REGULATION REVISION: Marina Lent will begin the process of updating the Chilmark BOH regulations relating to Food Establishments, and asked the Board to consider elements for review and inclusion.
WEBSITE UPDATING: Marina Lent will begin the process of updating the BOH website. The Board will review and approve any changes to the current website.

Portal Hill (Moore) 21 Lake Road (35-3.3) well completion report received – TC+ potability test; Marina Lent will follow up with Island Water Systems to ensure that clean test results are on file with the Board.

Rood, 22B Ocean View Ave (25-97) Title 5 Inspection report received -- passes
