Milkhouse Wastewater Pilot Program for Grey Barn Farm  Eric Glasgow met with the Board regarding the Milkhouse Wastewater disposal plan which has been approved by the Massachusetts Department of Agricultural Resources in conjunction with the Massachusetts Department of the Environment.  He explained that Massachusetts Law does not distinguish between dairy processing and industrial wastewater.  Most farms combine their dairy processing wastewater with the solid waste collected in the barn to form a slurry which can then be applied as fertilizer.  In the case of the Grey Barn, the animals are spending all their time on the pasture, and therefore do not generate solid waste that can be applied as fertilizer: it is a “fertilize in place” (FIP) system.

The Grey Barn has been approved as a Grantee Farm in a Milkhouse Wastewater Pilot Program, under which the dairy operation will be permitted to discharge milkhouse wastewater into a vegetated treatment area as specified under the program.  Milkhouse wastewater will be held in three settling tanks for 3 days, one of which has a grease trap. Following settling, the wastewater can be applied to a vegetated strip set aside for this purpose.  Estimated generation of milkhouse wastewater is 360 gallons per day.

Grey Barn Farm, South Road (11-51) utility/dairy septic system installation as-built received; well completion report and potability test not on file with the BOH for well A1 which serves the Dairy.  Eric Glasgow assured the Board that he has a copy of the potability test for the well, which he will make available to Marina Lent when she comes to the farm for the DPH Food Protection Program pasteurization inspection which will take place May 5, 2011.

Scheuer, 267 State Road, (33-56)  Reid Silva came to the Board to discuss the approved permit for the 11-bedroom septic system which had been conditioned on finalizing the property lines of a possible subdivision of land currently jointly owned by a single family.  Reid Silva explained that the purpose indicating the possible subdivision lines was simply to demonstrate feasibility of the proposed subdivision; however, the family is not yet prepared to finalize division of the property among the different branches, but wishes to proceed with installation of the system.  Reid Silva pointed out that installation of the system will help to set parameters for the subdivision, but that the details may not be final for some time to come.  The Board agreed to release the permit so that installation can proceed.

Malkin, 10 Tilton Cove Way (25-124, 125) Chris Alley came before the Board to discuss a proposed septic system upgrade for the Malkin property at 10 Tilton Cove Way.  The existing system, while built with a four-bedroom capacity, appears to have been permitted for three bedrooms.  Under the new Title 5, the proposed addition of a detached bedroom to the three-bedroom house will require a septic system upgrade.  Marina Lent was able to do a bedroom count to confirm three existing bedrooms.  The proposed plan will require a variance of the Chilmark BOH wetland-to-leaching system separation requirements.  

Vervaet, 33 Bijah’s Way (7-95) as-built received, certificate of compliance issued.

Walsh, 320 Middle Road (25-11) The Board took note of e-mail correspondence from Mike Goldsmith dated May 2, 2011, regarding the issue of a well being required on the Walsh property.

Freedman, 16 Tilton Cove Road (25-127) as-built received, certificate of compliance not issued, pending pump/alarm test;

2011 Food Establishment Permits:   A 2011 Residential Kitchen permit was issued to Roberta’s Kitchen (Roberta Morgan) to process Beach Plum jelly for sale at the Harbor Craft Shop.

Chilmark Community Center/Chilmark Public Library Public Water System: Marina Lent presented a proposed work plan to the Board to address all responsibilities of operating a public water system.  The Board will review this proposal at a later date.

Prince, 395 North Road (20-89) Marina Lent reported having received communication from Mass DEP regarding an oil spill, est. 200 gallons total, from an above-ground storage tank which is under investigation.  A follow-up call from a clean-up company confirmed that the spill is confined to the property in question.

BOH Fee schedule   The Board confirmed the fee schedule, including a fee of $100 for a Dairy Pasteurization Permit.

National Terrorism Advisory System Public Guide, April 2011:  The Board took note of the updated federally-issued advisory.

Perc Season: The Board noted that water levels in the TH observation hole and vernal pond at Beetlebung Corner remain high; the perc season is extended pending review at the Board’s next meeting.

Invoices:  The following invoices were approved for payment:

  • Travel to Boston for FDA Plan Review Course: reimbursement for Marina Lent, April 26-28, 2011,  $66
  • Cape & Islands Air Freight, CCC water testing $12.50
  • Hoarding Task Force—Island Health Agents’ initiative Chilmark share, $100
