5:00 pm
Present: Katie Carroll, Mike Renahan
Absent: Jan Buhrman
Also Present: Marina Lent, Chris Alley (Schofield, Barbini & Hoehn)George Sourati (Sourati Engineering), Robert & Joan Freeman Alden (33-17), Joel Glickman & Jennifer LoRusso, (Chilmark Store)
Liman, 34 Blacksmith Valley Road (35-38) Chris Alley clarified questions for the Board on a septic system construction plan which would tie a proposed detached bedroom into an existing five-bedroom system in the Squibnocket coastal district. Chris Alley assured the Board that the proposal will also be brought to the Squibnocket Pond Advisory Committee for review, and that the 18th century structures are being preserved. No additional variances are required involving the current construction. The Board approved the permit application.
Malkin, Tilton Cove Way (25-124, 125) Chris Alley presented a well permit application for a replacement well which will be located 25' from the existing steel well, which has rusted up. The Board approved the permit.
Alden, 140 State Road (33-17) George Sourati presented a septic system construction permit for a Title 5-compliant system to replace a collapsed cesspool. Homeowners Robert and Joan Alden also attended. The new system will require re-plumbing, and will result in greater separation from the wetland. While the system is Title-5 compliant, it will require the following variances from Chilmark BOH regulations: leach field to well separation from 150’ to 135’ feet; leaching system to property line from 30’ to 10’ and 17’; leaching to leaching from 300’ to 27’; leaching system to wetland from 150 to 100’; leaching system to saltwater body from 200’ to 180’. The Board noted that the owners had provided a letter
acknowledging that their well is not separated by the distance provided in BOH regulations, and requested that the owners have their drinking water tested to confirm that it is not contaminated. The Board noted that this appeared to be the best use of the ~52K ft2 parcel, from a public health and environment perspective, and represented a clear improvement over the previous system. The Board approved the permit application.
Chilmark General Store New managers Joel Glickman and Jennifer LoRusso met with the Board to discuss their plans for the Chilmark store this summer. Overall, the operation will remain largely unchanged; a retail store with a sandwich/deli operation and, of course, a pizza oven, open from 7am to 7pm starting on May 11th. Marina Lent will conduct a pre-opening inspection on May 9th.
Vervaet, 33 Bijah’s Way (7-95) The Board approved a septic system construction permit submitted by Doug Cooper for a three bedroom upgrade. Marina Lent conducted a bedroom count and confirmed three bedrooms.
Greenberg, 8 Greenhouse Lane (33-30) The Board considered a well permit application submitted by Island Water Source. The accompanying plan did not show the water lines from well to dwelling, and the Board was thus unable to determine which of the houses on the property will be served by the proposed well. The Board asked Marina to clarify these questions, and approved the permit, contingent on proper abandonment of the old well, and further stipulated that there be no irrigation system.
Keith, 511 South Road (26-86.4) well completion report received – potability passes
Grey Barn Farm Dairy, 22 South Road, (11-51) as-built received.
Murphy, 8 Rumpus Ridge Road (30-29);Murphy, 10 Rumpus Ridge Road (30-30) well-completion report received, potability passes; Marina Lent reported that the VOC tests are being done separately, and will be submitted to the Board when they are available.
Higham, 5 Old Farm Road (7-63) as-built received.
Demers, 17 Hawk Valley Road, (18-90.1) as-built received.
Food Inspector/Instructor for Summer 2011: The Board reviewed a proposal prepared by Marina Lent to hire Barney Suman (who also works for the Town of Edgartown on food inspections), to conduct inspections at selected Chilmark food establishments and also to use the opportunity to instruct Marina Lent in food inspection techniques. The Board approved the proposal, and voted to appoint Barney Suman to conduct food inspections in Chilmark during the 2011 summer season.
Perc Season: The Board determined that the water table is sufficiently high to continue the perc season until further review.
