CCC Plumbing Repairs. Marina Lent reported on work to be undertaken to remove old dead-end pipes from the Chilmark Community Center water line in the crawl-space under the kitchen. She assured the Board that town Plumbing Inspector George Apostolides had permitted the proposed work, and inspected the work upon completion.
Marina Lent also presented a summary list of responsibilities relating to operation of a public water system, and reported that she and town custodian Rodney Bunker had consulted on a division of these responsibilities with regard to the CCC.
The Board noted that the responsibilities of operation of the CCC public water system were beyond the scope of the BOH Administrator / Inspector position. Mike Renahan felt that a significant amount of staff time had gone into fulfilling these responsibilities, especially in recent months, and asked Marina to list all recent activities and the time-investment associated with them. Katie Carroll asked Marina to carefully review her position description: the Board provided the services of a staff member certified to conduct the State-required water sampling to the Town. However, this service was essentially limited to drawing water samples and producing the Annual Statistical Report. She felt that the Town needed to be made aware of the significantly greater responsibilities involved in being
the licensed Operator for a public water system: this additional work should be compensated by the Town, not just assumed to be covered under the position of the BOH Administrator / Inspector.
LDO Repairs White-Lynch Construction submitted a cost-estimate of $544 for repairs to the blacktop at the Local Drop-Off solid Waste disposal site on Tabor House Road. The Board approved the repairs, and noted that another item consistently flagged on LDO inspection reports, mowing right up to and around the fence, could be undertaken during FY'11, given available funds.
Packer, (27.1-97) The Board reviewed consideration of the installation of a proposed greywater leaching and tight tank septic system designed by Reid Silva for the Menemsha Market and 3-bedroom apartment at North Road.
Mike Renahan reported to the Board on the following:
- Lenny Jason, Chilmark Building Inspector, has stated that the property owner(s) have the right to build under the Right of Way (ROW), unless public access is thereby impeded.
- the cesspool currently in use, which is located under the building, is not formally “in failure”.
- we have no clear indication of who actually owns the ROW, which is designated as Map 27.1, Lot 96, but is not listed in the Town’s listing. The Board cannot grant an easement for a lot owned by a different owner.
He felt that sufficient effort had not been made to identify a viable composting toilet system or other alternative to a tight tank as requested by the Board at its hearing of May 19, 2010, since only one brand, the Clivus toilet, had been reviewed.
Katie Carroll emphasized the importance of preserving right of access that has historically existed at the site, as shown on a photo of ca 1908 provided to her by Bette Carroll.
The Board approved the proposed plan with the following conditions:
- The greywater system should include a geo-textile fabric;
- The blackwater will run through the existing septic pit during the 2011 summer season
- The owners will find a feasible composting or other alternative system for blackwater disposal in the future.
Eisner, 4 Old North Road (26-121) Reid Silva presented a proposal to tie in a detached bedroom to an existing 6-bedroom system. This will require installation of an ejector- pump to the tank. The Board asked Marina Lent to conduct a bedroom count of the existing dwelling and barn, and approved the septic construction permit application contingent on a satisfactory bedroom count.
Day, MLR (13-43.4) Reid Silva presented a septic plan revision for the Day household in the Middle Line Road affordable housing complex. The revisions include slight rotation in the placement of the field and an H20 grade tank per specifications of the Indian Services, which is providing funding for the system.
Keith, 511 South Road, (26-86.4) The Board approved a well construction permit application submitted by Island Water Source.
Taylor, 25 Cranberry Hill Road, (20-69) The Board approved a well construction permit application submitted by Island Water Source.
SWB Ltd Partnership, 8 Greenhouse Lane (33-30) The Board noted that a well construction permit application has been filed for this property, but was not accompanied by a site plan. The Board asked Marina Lent to request a plan for review at the Board's next meeting.
Liman, 34 Blacksmith Valley Road (35-38) the Board reviewed a proposal to tie in a detached bedroom to an existing 5-bedroom septic system. Marina Lent reported on a bedroom count, where the main house was deemed to have three bedrooms, (although via strict Title 5 definitions it would only be considered to have two bedrooms, as the early-18th century construction does not meet the 7-foot ceiling height specified by Title 5). The Board was unable to determine whether the system would be gravity-fed, and asked Marina Lent to have Chris Alley clarify this proposed plan.

Silver, 33 Beetlebung Road (20-34) as-built received, certificate of compliance issued
Baum, 6 Black Point Road (17-24) as-built received, certificate of compliance issued
Lasker, Quansoo Road, (11-55.1) Title 5 inspection report received -- passes
Weingarten, 20 Ladyslipper Lane, (7-70,72) Title 5 inspection report received -- passes

DEP Burn Permit The Board took note of permits for controlled burns issued to The Nature Conservancy.
Rabies Vaccine Exemption The Board approved a rabies vaccine exemption for Radar Muldaur, aged and infirm.
C&I Agents’ meeting: Marina Lent noted that she would like to attend the meeting of the Cape & Islands Agents’ Coalition in Dennis, on April 29, 2011.
