Spiegel/Lesser, 48 North Abel’s Hill Road, (24-23) John Abrams presented a septic construction permit application to upgrade and expand an existing 4-bedroom system to six bedroom capacity, replacing two cesspools with a Title 5-compliant system. He noted that soils in the area are challenging, and that the BOH regulation of a 150’ separation between their own well and leaching system will require a variance down to 101’. There is a segment of the field that will have a breakout barrier. Seasonal use is foreseen for the property.
The Board requested a letter from the owner acknowledging that the BOH required 150’ separation from the property’s well cannot be met, and will only reach 101’. The Board also required a potability test to be done on the drinking water from the well in September 2011 at the end of the first season of use. The Board approved the construction permit.
Barry, 22 Larsen Lane (27.1-45) Chuck Sullivan presented house renovation plans on behalf of Reid Silva. The Board noted that the plans show three possible bedrooms, and that permitted separations are maintained.
Demers, 17 Hawk Valley Road, (18-90.1) Michael Tomkins presented a plan for a proposed septic system upgrade on behalf of Reid Silva to replace a failed leaching system serving a 3-bedroom house. The Board noted that the last pumpout on file is dated 2002. The Board also noted that replacing the 1K gallon tank would bring the system to Title 5 compliance. The Board approved the proposed plan on the condition that a 1.5K gallon tank be added to the plan and the leaching pit be properly abandoned.
Feinberg, 10 Allen Farm Road, (25-20.11) Michael Tomkins presented a septic construction permit application on behalf of Reid Silva. The Board asked that Marina Lent conduct a bedroom count of all buildings currently on the site, including in particular a review of whether or not the 2-bedroom barn has a kitchen.
Lyons, 57 Wequobsque Road, (30-116.2) A revised septic construction plan submitted by Reid Silva showed a proposed “cabana” to be built at one end of the swimming pool. The Board asked Marina Lent to get details on the cabana.
Murphy, 8 Rumpus Ridge Road (30-29) The Board reviewed a well construction permit application for the property submitted by John Clark. The Board approved the application with the following conditions: Marina Lent will confirm with John Clark that the stamped plan submitted by Kent Healy for the septic design and dated 11/23/2009 is the plan referenced in the application; the Board asked for clarification of the separation of the proposed well from the property line; and the potability test for this well must include any relevant parameters relating to the shipyard/gas station use history of the area.
Murphy, 10 Rumpus Ridge Road (30-30) The Board reviewed a well construction permit application for the property submitted by John Clark. The Board approved the application with the following conditions: Marina Lent will confirm with John Clark that the stamped plan, dated 11/23/2009, submitted by Kent Healy for the septic design is the plan referenced in the well permit application; the Board asked for clarification of the separation of the proposed well from the property line; the Board required a letter from the owners acknowledging that the separation between their new well and their septic leaching system is less than the 150’ required by BOH regulations; and the potability test for this well must include any relevant parameters relating to the shipyard/gas station use
history of the area.
Bernstein, 17 Chowder Kettle Lane (27.1-166) as-built received, Certificate of Compliance issued. The Board asked Marina Lent to confirm that the geotextile fabric liner for the leachfield was installed as proposed.
Chilmark Community Center Public Water System: Marina Lent reported on ongoing discussions with the Department of Environmental Protection regarding total coliform positive water samples at the Chilmark Community Center. The town will proceed to have the spin-down sediment cartridge filter located prior to the pressure tanks replaced.
LDO incinolet repairs: Marina Lent reported that a porta-potty has been rented for the LDO pending repair of the incinolet electric toilet. The Board asked Marina Lent to call Powers Electric and arrange to have repairs made.
Rabies Vaccination Exemption: The Board reviewed a request for an exemption to the required rabies vaccination for 8-year old Standard Poodle Murphy Doherty, who lives on 7 Hickory Lane. Murphy has developed an auto-immune disease, and the vaccine is contraindicated for him. The Board approved the exemption.
DPH District Incentive Program: The Board took note of a grant application for $28K submitted by Dukes County Russell Smith on behalf of the Boards of Health of Tisbury, West Tisbury, Edgartown and Oak Bluffs.
