Benson (21-26)   The Board had before it a report from the Site Review Committee, addressing proposed changes to the dwelling, which requires the owner to come before the Board of Health to confirm that the existing septic system is and will continue to be compliant for the existing dwelling and the proposed expansion. The Board noted that the proposed expansion does not involve expansion of capacity or change in number of bedrooms. However, a letter in the file dated 1998 noted signs of system failure in the cesspool, and the Board deemed it prudent to require an inspection of the current system prior to approving ongoing use of the system. Mike Renehan inquired as to whether ongoing use would be likely to increase; for example, were there plans to rent out the guesthouse?  Peter Knight affirmed that expanded water use on the property was not foreseen.  Katie Carroll reaffirmed the Board’s wish to see a review of the condition of the current system, and asked Marina Lent to inform Building Inspector Lenny Jason that a building permit for the proposed expansion could be issued, pending receipt of review results for the septic system.
Hornblower/Howland (33-118)  Chris Alley reported that his efforts to find a precedent which would exempt a greywater system from separation requirements of a leaching system did not produce results; he therefore requested that the Board write a letter to the Board of Assessors, stating that this is an unbuildable lot, and needs to be assessed accordingly.  He provided a draft letter for review; the Board approved the draft letter and requested Marina Lent to finalize the letter for signature by the Board.
Lee Abeja Real Estate Trust (33-123)  Reid Silva presented a proposed revision of a previously-approved septic system construction permit for a system serving a house and guesthouse.  The new proposal involves moving the “guesthouse” into the main house, with no net increase in bedrooms.  It would require changing the location of the tanks, but no change in the proposed leaching system. The tank is located in the Coastal District.  
Carlin (33-68.1) Reid Silva reported that the septic inspection on this property passes.  The Board asked Marina Lent to inquire as to whether one of the wells on the property has been properly abandoned, as per BOH requirements.  Stephanie Burke at Seacoast Properties is the agent in charge of the sale of the property.
Gins c/o Tea Lane Associates (20-11)  septic inspection report received –passes
JP Chase Bank (7-9)   septic inspection report received – passes
Bioclere Inspection reports  Inspection reports were received for Bioclere systems at Krause (29-23) and Rissman (33-21).  Both reports showed systems operating well.  Mike Renahan asked Marina Lent to look into any other Bioclere systems, serviced by another company, that we are not receiving the reports from.  Katie Carroll noted that there is a Bioclere at Siegelman ().
North Tabor Farm Transfer of Hay in LDO  the Board noted that the transfer of hay had taken place without consideration of the Board’s recommendation of October 21, 2009 about not using the LDO.  The Board requested Marina Lent to write a letter to the Board of Selectmen explaining BOH requirements that the LDO may only be used for purposes for which it was built, according to recommendations
Trash from Town Buildings  the Board noted Jan Buhrman’s absence from today’s meeting due to the unexpected demise of her mother-in-law, and expressed sincere condolences to Jan and her husband, noting that they would like to be able to send flowers to the memorial service.  Prior to her departure off-Island, Jan had transmitted her report on the town trash situation to Marina Lent. According to Library Director Ebba Hierta, there is some use of town disposal for personal household trash, as well as extensive use of wastebaskets in the restrooms for the detritus of carry-out food from the Chilmark Store and elsewhere.  The Board will continue to explore ways to cut down on the amount of garbage generated at town facilities.
Regulation Revision Public Hearing November 18  Marina Lent noted that the separation table also needs to incorporate the Coastal District separation regulations to be adopted.  Mike Renahan asked her to complete any needed updates as quickly as possible and make the table available to any who inquire.
