Dale McLure (Watercourse Construction) addressed a letter received from the Board of Health regarding a perceived violation of Board of Health notification requirements for major changes in the installation of a septic system. Board members emphasized the need to inform the Board when major changes are undertaken in the course of installation; it is important that the as-built shows the system as approved and permitted by the Board. Both sides agreed that improved communication will reduce the likelihood of misunderstandings in the future.
Schuelein / Krause (29-23) Inquiry has been made by Steve Krause as to whether the Board of Health will approve summer rental of >2 weeks (see Covenant of July 16 2003). Mike Renahan noted that he is not able to act on questions involving this property due to conflict of interest, and that therefore, the Board does not have a quorum at this meeting to address this question.
Following up on the owner’s request for a reduced inspection schedule for the Bioclere septic system, Marina Lent will inquire about system performance with JB Systems, the company which has been carrying out operations and maintenance for the system, and also research Massachusetts inspection requirements for innovative/alternative systems.
CCC PWS 406 2006: The Chilmark Community Center well will be chlorinated on 1/22/2009, and will be flushed and re-tested on 1/23/2009, following a 2nd positive for total coliform received on 1/8/2009.
Street (14-19.1) The Board took note of a letter from Frank Daly received January 15, 2009, detailing compliance with BOH conditions for approval of the disposal works application (July 5, 2006).
Walsh (25-11) The Board reviewed the status of the case. Katie Carroll noted that she is unable to act on this matter due to conflict of interest, and the Board therefore had no quorum to take a decision at this meeting. Mike Renahan noted that it is important to move forward to resolve this matter.
Kloss, (4-23.2) As-built received from Reid Silva 1/12/2009.
Beach Plum Inn (21-70): follow-up to 1/8/09: we have drinking water info as of 5/9/2008 (Marina to obtain more recent test results); confirmation of 80-seat maximum per BOH is reflected in BOH minutes of July 21, 2004; and confirmation of placement of water meter so as not to include irrigation was provided by previous owner Craig Arnold on September 15, 2001. The septic system inspection requested by the Board was done on January 9, 2009 by Doug Cooper (see letter from Doug Cooper to Chris Alley, dated 1/9/2009)
T.J. Hegarty (Integrated Pest Management) Mr. Hegarty presented mosquito testing program carried out in 2008. He said that the State is willing to test again this year, and would like to have specified locations tested throughout the summer so as to be able to determine an accurate breeding/activity curve. The High School has agreed to donate the labor to build the mosquito collection boxes. Funding will be required from the Towns in order to carry out this program.
Board of Health members asked whether fewer sites could be tested in order to reduce the costs of the program to the Town. Mr. Hegarty said he thought not. Board members asked whether the distribution of costs among the Towns could be revised from an even six-way split to more accurately reflect the tax base and population density of the respective towns. Mr. Hegarty replied that he thought not. The program will be presented to the All-Island BOH Agents’ meeting in February.
VNA Education: Nicole Barlett has indicated that she wishes to undertake public education activities as per her contract with the Town. Marina will discuss with Nicole.

- Press policy of the Board of Health: Marina Lent will not give information to the press, but will refer questions to board members, and invite interested parties to attend BOH meetings.
