Chilmark Board of Health Minutes
October 1, 2008
Attendees: Katie Carroll, Mike Renahan, Jan Buhrman, John Clarke, Brooks Billingham, Chris Alley
The Board approved minutes of August 20, 2008 and September 17, 2008
David & Maxine Stevens (30-59) – The Board approved this permit with the following conditions, 1) the engineer will submit a new hypothetical plan to show two systems with a ten foot separation between leaching areas, and 2) the construction permit will be held until the completion report on the well is received.
Holly Farm (Cagney) (14-7 & 9) – This is a failed system. The owner wants to upgrade. There are good soils on the ridge. The engineer wants to build a septic system to service eight bedrooms among three dwellings. A hearing is not necessary, the Board told the engineer to design a septic system for their review.
Linda & Paul Leavy (26-75) – The well has failed. The screen is no good and it is filling with sand. The engineer is asking for a variance in separation between the well and property line because the location of the proposed (and existing) well is on the side of a steep hill. It is currently staked 21 feet off the property line. Mike asked why the location could not be moved. Brooks explained that there is a big tree there on the edge of the hill. The Board decided to grant the variance and approve this well application. The existing well must be properly abandoned.
Ralph & Nathaniel Howe (24-219) – The Board approved this five (5) bedroom residential septic system. There is high ground water at 26” so the engineer has proposed a mounded system with a membrane liner for possible breakout.
Lorna Flanders (32-50) – The Board approved this well permit application.
Steven Flanders (32-49) – The Board approved this disposal works application for a three (3) bedroom residential septic system.
Walter Meinelt (17-5) -- The Board approved this well permit application. The existing wells must be properly abandoned.
Forbes Smiley (20-41) – The Board instructed Sylvia to call Lisa Smiley and find out what the studio rental is about and find out why there are trenches to the studio. Sylvia is to remind Lisa of the Deed Restriction on the studio.
Adriana Stadecker (7-86) – The Board approved this disposal works application for a four (4) bedroom residential dwelling.
Alan Wilder reported that he got a high coloform reading at Menemsha Water. He has reported it to DEP, chlorinated, and he will retest and keep the Board of Health informed.
Mike will speak to Bob Tonti in reference to scheduling a local flu clinic.
The following “as-built” letter was received: Estate of Patricia N. Woolner (20-67)
