Chilmark Board of Health Minutes
July 2, 2008
Attendees: Jan Buhrman, Katie Carroll, Mike Renahan, Sylvia Yeomans, Reid Silva, George Sourati, Tim Creato, Mary Jo Goodrich
The Board approved the minutes of May 21, 2008 and June 4, 2008.
Community Center Summer Program --The Board noted that on page two of the Community Center Summer Program book, it states that the summer program “is not a day camp”. They must be informed that this phrase is incorrect and must be removed from the publication for next year. A letter will be sent to the Director.
The Board signed a letter to Watercourse Construction and a letter to Emily Wetherall.
Mosquito Monitoring Program – Sylvia reported that locations for the collection units were given to T.J. Hegarty and Tim Carroll said he is waiting for Tom Wilson to let him know where in the budget the money will come from. Tim told Mr. Hegarty to have the Dukes County Treasurer send the invoice dated in this fiscal year.
Richard Osnoss (12-68) – The Board approved a tent permit for this parcel.
Septic Hauling Permits – After researching in Title 5, Sylvia reported to the Board that each septage hauler is required to have a permit to haul septage through each town they go through. Sylvia will compose a letter to the septage haulers.
Timothy F. Creato – The Board approved this Disposal Works Installer’s Permit
Carol K. Hulsizer – The Board approved this disposal works application with the following variances; 1) A reduction in separation between leaching area and property line from 30 feet to six (6) feet. 2) A reduction in separation between leaching area and ground water from five (5) feet to four (4) feet. Katie made a motion to approve, Jan second it and it was approved unanimously.
The Board noted the septic inspection report for this parcel passed.
Jan Buhrman abstained from the Tiffany discussion
Andrew Tiffany (12-69) – This design is replacing a 1,000 galloon septic tank with a 1,500 gallon septic tank. The Board approved this upgrade.
Laura Roebuck (18-78) – The Board approved this four (4) bedroom residential disposal works application with the following condition; The owner must submit a letter acknowledging the reduction in separation between well and leaching area to less than the required 150 feet.
Howard Hillman (7-57) -- The Board approved this six (6) bedroom residential disposal works application.
Estate of Patricia N. Woolner (20-67) – The Board approved this seven (7) bedroom residential disposal works application with the following condition; The existing well that is not in use must be properly abandoned.
The Board asked Sylvia to put together a draft to change the coastal district regulations regarding variances in separation between leaching and wells, and septic to septic.
