Board of Health Minutes 10/03/07
October 3, 2007

Attendees:  Katie Carroll, Mike Renahan, Sylvia Yeomans, Nancy Aronie, Elisha Weisner, Chris Alley, Lisa Moule, Reid Silva

East House, LLC  (32-64  & 73) – The Board approved this disposal works application for a six (6) bedroom residential dwelling.

Elisha Weisner (31-14) – The Board approved this disposal works application for a three (3) bedroom residential dwelling.

Jane Wilkie (24-224) – The Board approved this upgrade to connect a sewer from the existing detached bedroom to the existing septic tank.  This construction permit will be held until the bedroom count of four (4) is confirmed.

Joel & Nancy Aronie (30-34) -- The Board confirmed a bedroom count of three (3) accepting the proposed floor plan.  They requested an as-built letter for the system currently installed and a new septic application for the connection of the new addition.  The Board also requested a deed restriction stating that the studio will not be used as bedroom space.

placeCityBryan Hummel (21-60) – The Board confirmed this dwelling as a three (3) bedroom structure, conditional on a bedroom count done by the Health Inspector.  Since there is no septic plan and the existing house has a cesspool, the Board requires the owner to upgrade the septic system to a new Title 5 compliant design.

placeCityNancy Rosenthal (8-14.1) – The Board will confirm the bedroom count at four (4) after the Health Inspector does a bedroom count of the existing structure.

Newman/Rosenthal (8-19) – The Board still has not received a green card for the correction order sent on August 23, 2007 as a result of a human habitation complaint and inspection.  The Board has instructed Sylvia to contact the police to find out how to proceed with a personally delivered notice through civil process.

The Board approved two out-of-season test holes.  One for Andrew Goldman (33-30), and one for Robert Hulsizer (18-63).

TL Holdings (21-44 & 45) – This septic inspection failed.  A letter must be sent to the owner with an upgrade deadline of February 3, 2008 (120 days).

Joel Pave (26-107) – A septic permit #7-21 was approved on June 6, 2007.  Since this system has failed, the owner must be notified that the upgrade must be installed and inspected prior to occupancy.

Theo’s Restaurant at the placeInn at Blueberry Hill – This inn and restaurant changed ownership on September 24, 2007.  A letter will be sent to the new owners informing them that there will be no change in operation or seating capacity.

Sylvia has been asked to review the 2008 budget and make sure the in-state travel line item has not been exceeded.

High Meadow Realty Trust (7-21.33) – Sylvia was asked to research why a second well was installed without a permit, and find out who the owners on record are.

David Davis (24-196) – The Board noted a letter received from Mr. Davis acknowledging the reduction in separation between well and leaching area.

Sara Hoffman ((19-21) – The Board reviewed a letter from Joseph Solito, Jr. (an abutter) regarding the replacement of shrubs and trees along the property line, that were removed due to  an error in the property line delineation.  The Board has requested a letter be sent to Mr. Solito asking him to keep us informed of the status of the flora replacement.

The following “as-built” letters were received:
Martha Flanders (30-79.3)                        John Cunningham (1-9)
        Peter Oberfest (3-48 ) (3-47)                    Harold Geyer (26-85)
