Chilmark Board of Health Minutes
February 7, 2007

Attendees: Mike Renahan, Jan Buhrman, Katie Carroll, Sylvia Yeomans, Reid Silva, Kent Healy, Bob Skydell, Matt Poole

The minutes of January 24, 2007 were approved.

Chilmark Flu Clinic B Matt Poole discussed the regional flu clinic with the Board.  He expressed the disappointment of the other island towns regarding our decision not to participate in the regional clinic.  On behalf of all the island towns, he asked for Chilmark=s support.  The Board expressed their interest in continuing to be part of the regional effort and it never was their intention to pull out completely.  The Board is considering a collaboration between all the up-island towns so perhaps not all MRC representatives need to attend every meeting.  The Board asked Sylvia to consider this option and continue as the Chilmark representative, even if only on a temporary basis.  The Board indicated that they will consider participating in the regional clinic and have a make-up clinic here in Chilmark.   This will be discussed again at the next meeting.

Middle Line Road Project B Kent Healy was present to give an update on the status of the Middle Line Housing Project.  The layout of buildings has been redefined and more soil evaluation holes are necessary to design the septic system.  At the moment there are proposed, nine (9) buildings with four (4) bedrooms per building.

Edwin W. Salzman (19-34) B The Board approved a disposal works application for a six (6) bedroom residential septic system.  This is an existing four (4) bedroom house adding two (2) bedrooms.

Susan Parker (32-46) B The Board approved a disposal works application for  a six (6) bedroom residential septic system.  This is an existing four (4) bedroom house adding two (2) bedrooms in the future.

Vicki J. Divoll (25-86) B This disposal works application is for a shared system, a six (6) bedroom main house and a two (2) bedroom future guest house.  Although the owner does not intend to build the guest house now, the Board requested a site drawing showing that the property will support a fully compliant Title 5 septic system.  The permit application is being held for this site plan.  

Doug Sacks (24-209 & 216) B The Board received revised plans for a new well location for this parcel.  The Board will wait for John Clarke to submit a well application before any further action is taken.

Robert Skydell B Mr. Skydell has made a formal complaint against Tea Lane Nurseries.  The complaint is regarding the burning of trash and brush on Matt Tobin=s (Tea Lane Nurseries) property.  Mr. Skydell claims that this debris has been moved from another location and is not owned by him.  The letter that Mr. Skydell sent to the Board of Health was also copied to Daniel Larkosh, Esq., and David Ellis at DEP.   Mr. Renahan has spoken to the Fire Chief, who said Mr. Tobin had the proper burning permits.  The Board will research the regulations regarding this situation and proceed with appropriate action.


M.V. Hill (33-115) B The Board reviewed notes form the January 7, 2004 meeting.  These notes were taken directly from the meeting tape.  The Board instructed Sylvia to compose a draft order letter stating that there is to be no water in the building and the water lines must be removed.

The Board appointed Alex Preston to a new term as Chilmark Representative to the MV Refuse District.  A letter will be sent to Mr. Preston and the MV Refuse District.  This term will expire in September of 2008.

The following Food Establishment Permit Renewals were received:
Chilmark Chocolates             Menemsha Texaco         Menemsha Seafood

The Board signed the Great Rock Bight Sanitary Survey Report

Jan Buhrman reported information she received from DPH regarding food establishments:

The Plumbing Inspector said that anything over 19 seats must have at least a unisex bathroom.  She will find out if that applies to outside seating also.  

Sylvia will arrange for Brian Dudley to come to Chilmark to assist in the evaluation of the Home Port restaurant.

Sylvia will call Cindy Rice at Eastern Mass Food Safety to get more information about scheduling a Portuguese speaking Servsafe course.

Sylvia was instructed to report a local flu clinic in the annual report.

Medical Reserve Corps. (MRC) B Sylvia was asked to consider continuing as Chilmark Representative to the MRC, if we can reduce the number of hours needed for participation.
