Chilmark Board of Health Minutes
December 20,  2006

Attendees: Mike Renahan, Katie Carroll, Jan Buhrman, Sylvia Yeomans, Chris Alley, Peter Wells, Reid Silva, Kent Healy

Denis Jason (20-98.1) B The Board approved this disposal works revision of permit #04-38B, from a four bedroom design to three bedrooms.

Michael Cooper (11-16.1) B The Board approved this well permit application with the following variance, the well is 20 feet from the property line and the existing well is to be properly abandoned.

Ann Boyer (19-16.4) B The Board of Health reviewed and approved this request to renovate the main house located on this property.  After a bedroom count was done of all structures on the property, it was determined that there is no increase in bedroom count and the total bedroom count remains at four.

Schuelein Nominee Trust (29-23) B The Board approved this well permit application.

Roseline Glazer (21-78) B This disposal works hearing was opened at 5:15 PM.  This disposal works revision is for five (5) bedrooms and requires the following variance; a reduction in separation between leaching area and leaching area in the Coastal District from 300 feet to 130 feet from the septic pits located on assessors parcel 21-79.  This design is an upgrade to the existing septic system.  The Board reviewed the abutter letter, return receipt cards and correspondence.  The Board received one letter from  Sarah Nixon (assessors parcel 21-79).  The Nixons have no objection to the upgrade, they only want assurance that they can upgrade their septic system in the future if necessary.  Katie Carroll made a motion to approve, Jan Buhrman seconded, it was approved unanimously.

Marguerite B. Cottle (24-163.3) B The Board approved this well permit application.   

Anton Kris (4-16) B This permit is for a shared system for the existing four (4) bedroom house and a proposed one (1) bedroom guest house.  The system design is approved for six (6) bedrooms.  The design flow provided is 1,093 gpd so the owner can install a garbage disposal.  The engineer is to inspect the excavation of the leaching field at the time of construction to establish the limits of Aex & fill@.  The Board approved this application.

David Grain (17-23.3) B The Board approved this disposal works application for a six (6) bedroom system.  The existing house has five (5) bedrooms and they are building a pool house/exercise room that will be calculated as a bedroom, bringing the total bedroom count to six (6).  The Board will hold this construction permit until they receive confirmation of five existing bedrooms.

Allen Flanders (26-33.1) B The Board approved this application for an exploratory well.  The property owner must return to the Board of Health for approval when it is to be used a s a potable well.  

Kenneth Lindauer (27.1-26) B The Board of Health approved this disposal works application on
May 17, 2006.  Today the Board reviewed and signed a letter of conditions for this MicroFAST enhanced treatment system.

The Board will meet on January 10, 2007 and January 24, 2007.  Sylvia will post the meeting change.  The February schedule will remain the 1st and 3rd Wednesday of the month.    

Jaqueline Schuman (32-58) B The Board approved this application to repair a sewer pipe with schedule 80 PVC pipe.






High Meadow Realty Trust (7-21.33) B The Board approved this well permit application.

The Board asked Sylvia to research who the principal trustees are for this subdivision.

Edwin Salzman (19-34) B The Board acknowledged that the Building Inspector has issued a building permit to the Salzmans to build a livingroom where the new bedroom was originally planned.   Mr. Jason also stated that the lower level is not a full basement.  It is for storage only.  The owner is not adding a bedroom at this time and the addition does not interfere with the septic system.

Mark Peters B Septic Installers Permit.  The Board asked Sylvia to confirm that he has septic installers liability insurance and check with other Health Agents to confirm septic installation work.

The Board has requested that Sylvia contact the Visiting Nurse Service to find out how many Chilmark residents attended the Educational Seminars.

Sylvia submitted a Budget Draft for Board review.  The Board  will review it and make changes.
