November 15, 2006

The minutes of November 1, 2006 were approved.
John Kosboski - The Board approved this Disposal Works Installer=s Permit
Michael Soares (18-49.3) B The Board approved this upgrade permit to replace a 1,000 gallon septic tank with a 1,500 gallon septic tank. This is an upgrade to the original design, permit #95-80 for a residential five (5) bedroom dwelling.
Martin Hale (35-44 & 45) B The current septic design is for six (6) bedrooms. The owner currently has four (4) bedrooms in the house, and has proposed a detached bedroom over the garage. The Board has approved the addition of a bedroom over the garage, and connecting the garage to the existing six (6) bedroom septic system. The following condition applies; a schedule 40 sleeve must be upgraded to a schedule 80 and the construction permit will be held until the engineer submits a new drawing and application that shows five bedrooms.
Roseline Glazer (21-78) B A Disposal Works hearing will be scheduled for this parcel for
December 20, 2006 at 5:15 PM.
Martha Flanders (30-79.3) B This disposal works hearing was opened at 5:34 PM. The engineer will submit green cards at the next meeting. The calculations for this septic design are for two bedrooms, but this upgrade is only a one bedroom residence. A deed restriction will be imposed to limit this dwelling to one (1) bedroom. This design requires the following variances; Title 5 - 1) A reduction in separation between leaching area and high ground water from four (4) feet to three (3) feet. Chilmark
variances B 1) A reduction in separation between leaching area and property line from 30 feet to 10 feet (A.P. 30-81). 2) A reduction in separation between leaching area and wetlands from 150 feet to 50 feet. 3) A reduction in separation between leaching area and high ground water from five (5) feet to three (3) feet. 4) A reduction in separation between property line and leaching from 30 feet to 10 feet. The Board wants to know if the mounded system has enough room for proper slope from the breakout elevation. The Board also requested that Sylvia research if Chilmark Chocolates (abutter at 30-81) is a public water supply. If it is,
does the radius from their well interfere with the septic design on the Flanders property. The engineer has proposed a new well on this site to improve separation and to upgrade existing well. This hearing is continued to December 6, 2006 at 5:15 PM.
Raymond Shea (8-43) B The Board signed a letter of conditions for this MicroFAST septic system.
Ted Wheeler (33-18) B The Board received a letter from Robert Alden who is an abutter (33-17) to this property. He has concerns regarding nitrogen loading in Stonewall Pond. The Board instructed Sylvia to send a letter to Mr. Alden, acknowledging receipt of his letter, and informing him that we will keep it on file, but there are no Board of Health requests from Mr. Wheeler at this time.
Perc Season will not open on December 1, 2006. The Board will evaluate if they will open at their next meeting on December 6, 2006.
The Board asked Sylvia to research why the Flu Vaccine was charged and where the money went.
The Board asked Sylvia to check the Home Port file for meters on water usage.
The Board asked Sylvia to research why Burial Permits are not issued by the Board of Health in Chilmark.
