Chilmark Board of Health Minutes
September 6, 2006
Attendees: Mike Renahan, Jan Buhrman, Katie Carroll, Peter Wells, Reid Silva, Nancy Salzman, Ted Wheeler, Tim Carroll, Sarah Petlin, Irving Petlin
Minutes B Jan did not see the August 16 minutes that were e-mailed on August 22, 2006. The minutes will be reviewed at the September 20th meeting.
Irving & Sarah Petlin (11-34) B The Petlin=s are proposing to remove a sleeping loft and build a bedroom on the first floor of this dwelling. The Board has requested the following; 1) An engineer must locate the septic system, 2) Sylvia must do a bedroom count.
Edwin Salzman (19-34) B The Salzman=s need a bedroom count determination for a renovation project. The Board has requested the following; 1) Sylvia will do a bedroom count. 2) An engineer must evaluate the existing septic system. Mrs. Salzman will contact Reid Silva to
confirm status of the septic system.
Ted Wheeler (33-18) B Mr. Wheeler needs a bedroom determination for a renovation project. He would like to combine two bedrooms on the top level to make one. Ultimately he would like to have a detached bedroom. By combining the two bedrooms on the upper level, his total bedroom count for the revision is three. The current septic permit is for three bedrooms. The Board has requested that Sylvia do a bedroom count prior to the ZBA meeting on October 10, 2006.
David Heilbroner (17-9, 10 & 11) B The Board approved this disposal works application for a four (4) bedroom residential dwelling. This Title 5 septic system replaces two failed cesspools.
Roseline Glazer (21-78) B Peter Wells submitted a new septic plan for four (4) bedrooms on September 6th. This is a revision and the 45 day deadline begins again on 9/6/06. The engineer has agreed that the 45 day deadline will not apply if the Board needs more information. There is still no determination of the Coastal District. The Board has requested the following; 1) The engineer will submit a new plan showing five (5) bedrooms, two (2) in the main house, two (2) in the secondary house, and one (1) in the office. 2)
The engineer will define where the coastal district is, and locate it on the septic plan.
Donald Sexton (26-66.3) B The engineer submitted new revised plans for this disposal works permit #4-36. The Board approved the new six (6) bedroom design with the following condition, the engineer will submit a new drawing removing the septic line to the future 4 bedroom house.
Resident Home Site Lot B Tim Carroll asked if the Board of Health received a proposal for a resident home site lot for O=Gorman, on Turtle Pond. The Board has not seen anything on this proposed system.
Tim Carroll also informed the Board that all departments need to adopt regulations for a revolving fund. The Board will discuss this further before taking any action.
Julian Wise (11-44) B The Board approved an out-of-season test hole for this property. If the soils look difficult, the engineer will examine again in December. The engineer will put a monitoring pipe in the test hole.
Seven Gates Farm and Murphy (3-60) B The Board signed an order letter for an upgrade to this septic system.
Transfer Station Inspection Report & Landfill Cover Inspection Report B The Board reviewed two reports received from Wright Pierce. The Board requested a discussion with Don Hatch regarding the work that needs to be done.
Kenneth Iscol (33-100) B The Board reviewed a letter from Reid Silva confirming that a monitoring pipe was installed on this parcel. Mr. Iscol is now in compliance with the Board of Health conditions. A maintenance report is to be submitted to the Board of Health in October and May of each year.
Pickett House B Although the Board found the air quality report they received to be confusing, it does appear that the air quality is acceptable.
Menemsha Inn (20-8) B The Board did not approve this deed restriction as written. Although this was created from the existing deed restrictions on file, the Board requested that Sylvia reexamine the sample deed restrictions for wording.
The following septic inspections were received:
Michael Halbreich (3-39) B passes
The Board informed Sylvia that in the future if someone requests a copy of a septic plan, she is to refer them to the engineer who designed the system, so they can get a copy of the complete plan with all notes.
Jan Buhrman will attend meetings regarding water quality on Martha=s Vineyard. These meetings are being held at Felix Neck and the Wampanoag Tribe offices.
