Peter Lang (8-32) B Mr. Lang is requesting a revision to disposal works permit #05-32. The original design, prepared by B.D. Billingham & Associates included a walk-out basement from the rear of the dwelling to address the steeply sloped topography between the house foundation and the leaching system. The owner now wishes to eliminate the walk-out and provide an access bulkhead off the rear of the foundation approximately eight feet from the nearest leaching trench. The Board will grant a variance to have five and one half (5 2) feet of soil cover on the first trench as long as it is vented. The Board is not concerned with the proximity of the new bulkhead because it is five feet above the top of the leaching system.
Flander=s Lane Nominee Trust (26-23) B The Board approved this disposal works application with the following variances; 1) A reduction in separation between leaching area and wetland from 150 feet to 50 feet, 2) A reduction in separation between leaching
area and wetland from 150 feet to 95 feet, 3) A reduction in separation between leaching area and wetland from 150 feet to 143 feet. Because the exiting septic system is in groundwater, the Board is granting these variances. The Board feels this upgrade is better than the existing circumstances. Katie made a motion to approve and Mike second.
Leah Littlefield (27.1-56) B The Board noted a letter received from Wastewater Alternatives of New England itemizing the specific information regarding the maintenance contract, the Board requested in a letter dated April 26, 2006. The Board approved this information and agreed to prepare a letter approving the Title V variances, and local variances. A second letter will be prepared approving the use of this alternative septic system.
Sheriff=s Meadow Foundation (22-53) B Reid Silva is proposing to relocate the leaching area and add a pump chamber to this septic design. The original septic plan was approved on June 4, 2005. The reason for the modification to the original design is to accommodate a
neighbor=s request. The Board has approved an out-of-season perc test so the engineer can relocate the leaching area.
Joseph Onek (14-19.2) B The Board approved a revision dated May 8, 2006, to this disposal works application. The Board approved a well permit application for this parcel.
Bruce Bartels (8-68) B This is an emergency system design due to a back-up in the house. The engineer did a soil test on May 16, 2006 and found the soils to be similar to findings in 1979. Mr. Alley is proposing to put an effluent filter in the 1,000 gallon tank, open the system, remove thr trenches and bring in clean sand for 24 infiltrators, and replace the D box. The Board pointed out that if they also replace the 1,000 gallon septic tank with a 1,500 gallon septic tank, the system will then be Title V compliant. Mr. Alley will
suggest the upgrade of the septic tank to the owner. The Board approved this disposal works system application # 6-26. Mr. Alley will be on-site to examine the removal of soil and installation of new soil and infiltrators.
Cornerway Restaurant (30-83 & 84) B The Board received a report from Frank LoRusso regarding the effluent pumped at the Cornerway Building. The Board instructed Sylvia to send a letter to Mr. LoRusso explaining that there appears to be a discrepancy in the meter readings. The letter will also advise Mr. LoRusso that any major discrepancies that show a permit was not obtained will result in a revocation of the food establishment/caterer/license.
Forbes Smiley (20-41) B The status of this septic system will be readdressed at the next Board of Health meeting after receiving a full report from Mr. Healy.

M. V. Hill (33-115) B The Board made changes to the letter dated May 12, 2006 which discusses the agreement the Board has with Mr. Villa regarding the renovation of the garage.
Kenneth Lindauer/ Finbury (27.1-26) B This septic hearing was opened at 6:30 PM. The original house on this parcel burned. The new house has the same footprint as the original but is rotated slightly to move it off the property line. The Board reviewed the abutter list, but the green cards were missing. The engineer will submit green cards later. A MicroFAST denitrifying system is being proposed. The proposed septic design requires the following variances; From Chilmark Board of Health Regulations 1) A
reduction in separation between leaching area and well from 150 feet to 100 feet. 2) A reduction in separation between leaching area and wetlands from 150 feet to 18 feet, 150 feet to 34 feet and 150 feet to 21 feet. 3) A reduction in separation between leaching area and property line from 30 feet to 12 feet and 30 feet to 25 feet. 4) A reduction in separation between leaching area and seasonal high groundwater from five (5) feet to four (4) feet. Local Upgrade Variances 1) A reduction in separation between leaching area and wetlands form 50 feet to 18 feet, 50 feet to 34 feet and 50 feet to 21 feet. 2) No reserve area shown. A retaining wall will be built around two (2) sides and partially on one side of leaching area because the finished grade will not allow for proper breakout without it. The owner will use Menemsha Water and does not intend to switch to year round service, they will remain seasonal.
The engineer will submit a new site plan listing variances and siting the retaining wall and membrane specifications. Katie made a motion to approve and Mike second. This disposal works application was approved with the following conditions, 1) A copy of the operation and maintenance contract will be submitted to the Board of Health, to include a schedule of testing, monitoring, what is being monitored, who it is reported to, and who is doing the inspections. The construction permit will be held for receipt of the maintenance contract, new site plan, and green cards.
Seven Gates Farm (3-60) Murphy/Parker B This disposal system inspection is a conditional pass. A letter will be sent to the owner ordering them to replace the metal septic tank with a 1,500 gallon concrete tank. This inspection will become a pass when this work is complete. The deadline for this upgrade is 60 days from receipt of the letter, or the owner must cease use of the house.
