October 5, 2005


Attendees: Mike Renahan, Matt Poole, Katie Carroll, Sylvia Yeomans, Marin Street, Mitch Gordon

The Board approved minutes of September 7, 2005 and September 21, 2005.

Estate of Nora Piore (14-19.1) B The Board reviewed a septic inspection report submitted by Reid Silva.  The main house passed inspection, however, the bottom of the cesspool serving the guest house is located within the high groundwater table.  The guest house did not pass inspection and the Board has ordered that the septic system serving the guest house be upgraded no later than April 15, 2006.

Northway Tennis Corp. (20-8) B The Board approved a revision of the workshop as long as there is no plumbing and a deed restriction is imposed.  The deed will state that this space is not to be used as sleeping space.

Katie Carroll arrived

Pepperbush Farm Trust (13-6.1) B Vineyard Land Surveying has asked the Board to Aconditionally approve@ the disposal works application they submitted on their client=s behalf.  Title V does not allow conditional approvals.  This will be discussed at the
October 19, 2005 meeting.

Martha=s Vineyard Refuse District B The Board discussed the fees for items brought to the landfill.  They are concerned that these fees are inconsistent.  The Board is also concerned about how the money is allocated.  If a check is make out to MV Refuse District, is it deposited in the Chilmark account?  The Board also discussed the possibility of a discounted price schedule during January and February.  They will discuss this further with the MVRD representatives.  

The Board instructed Sylvia to ask Tim Carroll what the status is of the phone line and the internet service line for the attendant=s shack.

Girl Scout Council of S. E. Mass. (18-20) B The Board would like further clarification regarding the camp.  Is it a seasonal camp or a year round camp?  They will be meeting with ZBA on October 11, 2005.  Board member, Matthew Poole will try to attend the ZBA meeting on October 11, 2005, in case there are questions.

Deb & Ron Nagengast (13-6.3) B This septic inspection was a conditional pass.  The owner  will be instructed to secure the float in the outlet pipe at approximately mid-depth of the chamber using a durable strap or cable tie.  Upon completion of the work, the float and alarm must  be tested to confirm proper operation.  This repair is to be completed by
January 21, 2006.

Home Port Restaurant -- Riggs Parker requested information regarding the pond at the Home Port, he asked why the pond is green.  The Board members indicated that it has always looked that way.  Although the septic system may contribute to the situation, the main reason is due to run off from the parking lot, Coast Guard hill, and from North Road, as far away as Larsen Lane.  

Menemsha Rest Rooms B The Board asked Sylvia to send a letter to the Selectmen, informing them that the quality of service at the rest rooms in Menemsha is not what it was in the past.  They would like the Board of Selectmen to request better service.

William Hart Jr. et. Al. (24-208) B This septic inspection passed.


The Board noted receipt of the following as-built drawing:

Various invoices were submitted for approval.
