Meeting called to order at 8:00AM

Town’s Sexual Harassment Policy Public Hearing:
  • The Chairperson, Ms. Greene, opened the public hearing at 8:00AM and read the published hearing notice aloud. There was no public comment. The Chairperson closed the public hearing.
  • Mr. Leopold moved to adopt the proposed amendments to the Procedures Manual and to adopt the new Town of Chilmark Sexual Harassment Policy. Mr. Golden seconded the motion. The amendments and adoption of the new policy were voted unanimously.
Health Insurance Opt-out Policy Discussion:
  • Mr. Carroll introduced the topic and stated that Oak Bluffs has begun a policy to pay an incentive to an employee who opts to receive benefits from another Town if possible.
  • Discussion occurred. It was determined that there are approximately three employees that may be impacted by the policy.
  • The Board agreed to take the issue under advisement. No other action was taken.
  • Brief discussion occurred about topics related to regionalization and shared services.

Topics Not Anticipated by the Chairperson at the Time of Posting:
  • Mr. Malkin stated the Harbormaster Dennis Jason tended his resignation effective June 30, 2019 at the last Board of Selectmen’s meeting on May 1, 2018. The search for a new Harbormaster will begin next February 2019. There is a possibility, Mr. Malkin stated, that funding for overlap salary needs may be a warrant article on a Special Town Meeting in the fall.
  • Ms. Greene noted that a new employee representative will be selected in a new Employee Election. It was noted that the HR Bylaw classifies eligible employees to participate in the Employee Rep. Election as year-round employees.
  • Ms. Greene noted that a change in chairperson is usually done after the Annual Town Meeting and asked members to please think about whether they would like to serve as chairperson.
  • The Vineyard Gazette Hearing Notice Invoice was initialed by the Chairperson.
