April 7, 2016 APPROVED MINUTES
Present: Jim Malkin, Chair, Jennie Greene, Max McCreery, Chuck Hodgkinson, HRBC Staff Representative, Steven Flanders, Steve Lewenberg
Not present:
Public/ Board or Comm. Members: Matt Poole, BOH Member, Ben Retmeir, TriTown Chief
Staff: Jennifer Christy, Admin. Asst., Tim Carroll, Exec. Sec.
Meeting called to order at 8:00AM
  • Minutes:
  • The minutes of February 18, 2016 were reviewed. Ms. Greene made a motion to approve as written. The motion was seconded. 4 ayes and 1 abstention.
  • BOH Admin/ Inspector Position Description:
  • The position was reviewed and graded. The grading process resulted in a Grade 7. The position is currently paid at a Grade 8 with certification. The Board recommended that no change be made to the grade of the position and that the administrator/inspector continue to be paid at a Grade 8 if certification is complete.
  • TriTown Deputy Chief Position Description:
  • The position was reviewed and graded. The grading process resulted in a Grade 10. The position is currently paid at a Grade 10. The Board recommended that no change be made to the grade of the position.
  • TriTown Paramedic Position Description:
  • The position was reviewed and graded. The grading process resulted in a Grade 9. The position is currently paid at a Grade 8.
  • Classification & Compensation Study:
  • Mr. Malkin summarized the events that have occurred since the February 18th meeting.
  • Contact & Letters were sent out on March 7, 2016 to 7 entities to request the service of completing the study.
  • Vineyard Tax Matters, Inc. responded to the request with an offer to provide the services.
  • Thomas Fulchino of Tonneson & Co. responded to the request to say that they cannot provide the services.
  • No other entities responded.
  • Ms. Greene made a motion to recommend to the BOS that the HR Board contract with Vineyard Tax Matters, Inc. The motion was seconded. All ayes.
  • Ms. Christy was asked to draft a letter of recommendation to the BOS.
  • Election of Employee Representative to HRB:
  • Discussion occurred and Mr. Carroll gave a brief update to state that nomination papers have been issued.
