 Human Resources Board November 6, 2014 Meeting Minutes
Human Resources Board of Chilmark
Present: Chairman Jim Malkin, Jennie Greene, Steven Flanders, Max McCreery, Stephen Lewenberg, Bill Rossi liaison from Board of Selectmen and Chuck Hodgkinson Employee Elected Staff Representative
Others present: Tim Carroll Executive Secretary, Jennifer Christy Town Clerk, Diana DeBlase Administrative Assistant to BOS, Sarah Karlinsky Administrative Assistant to HR Board
Meeting called to order at 8:00 am.
Minutes
  • Draft minutes from 10/16/14 were reviewed.  After finding many changes that need to be made, minutes will be on hold until next meeting.
Process for Grade Increases as per Procedure Manual
  • After deciding that there is not enough information from surrounding towns, the Board decided to hold off on discussing the Maintenance Supervisor position until the next meeting.  Ms. Green will reach out to surrounding towns to first find comparable job descriptions of Maintenance Supervisor, Administrative Assistant to the Board of Selectmen, and Town Clerk positions before gathering pay rates.
Grading of Town Clerk position
  • A question was raised by the Board as to whether there is a training program to become certified as a Town Clerk. Ms. Christy answered that there is not a course to take before being hired, but that there are ways to accrue points over the course of 3 years (attending conferences, continuing education, having a graduate degree), and are then eligible to take the exam to become certified as a Massachusetts Municipal Clerk. Ms. Christie will take the exam in January.
After a few minor changes were made to the updated job description of 11/6/14, Chairman Malkin moved that the Board first accept the amended job description, move directly to the grading exercise and present both to the Board of Selectmen at the same time. Mr. Flanders seconded the motion. SO VOTED: All ayes
Chairman Malkin moved to accept the amended job description. Mr. Flanders seconded the motion.    SO VOTED: 4 Ayes, 1 Indisposed


Town Clerk continued…
The Board discussed time allocation and requirements for exempt positions. Ms. Greene moved to delete the hour requirements from job descriptions for all exempt positions. Mr. McCreery seconded the motion. SO VOTED: All ayes
The Town Clerk position was re-graded to a Grade 10.

Independent Compensation Review
  • Mr. McCreery asked for the Independent Compensation Review to be covered at the next meeting to allow for sufficient time to consider it.
COLA
  • Mr. Hodgkinson discussed the formula for the FY16 COLA (+1.3%)
Ms. Greene motioned to recommend the FY16 COLA increase of 1.3% to the BOS, should the calculations be confirmed by the Town Accountant. Mr. McCreery seconded the motion.                         SO VOTED: All ayes

Chairman Malkin would like to discuss the implications of the sick leave policies voted on at the recent election at the next meeting.

Domestic Violence and Abusive Situation Leave Act
  • The act will be reviewed by Board members and will be discussed at the next meeting.
The Board discussed whose responsibility it is to find comparable job descriptions and pay rates within the surrounding towns. Chairman Malkin suggested that supervisors of specific positions call the supervisors of comparable positions from other towns to get this information.

With no further business, the meeting was adjourned at 9:54 am.
