Human Resources Board October 16, 2014 Meeting Minutes
         Human Resources Board of Chilmark     
Present: Chairman Jim Malkin, Jennie Greene, Steven Flanders, Bill Rossi liaison from Board of Selectmen and Chuck Hodgkinson Employee Elected Staff Representative
Not present: Max McCreery and Stephen Lewenberg.
Others present: Jennifer Christy Town Clerk, Tim Carroll Executive Secretary, Diana DeBlase Administrative Assistant to BOS, Marina Lent Administrative Assistant to HR Board, Rodney Bunker Town Custodian, Ellen Biskis Town Accountant
Meeting called to order at 8:00 AM

Minutes
Draft minutes from 9/4/14 & 10/2/14 were reviewed.  Chairman Malkin moved to approve minutes as written. Ms. Greene seconded the motion. SO VOTED: 3 Ayes, 2 Not Present

Human Resources Board had asked Board of Selectmen for clarification on their request for a compensation plan review on 3 issues:
  • to be done internally or externally
  • just compensation or include comparisons of job descriptions and like jobs
  • to be for full, part time, seasonal or temporary employees
Board of Selectmen would like an independent review, would like it to be for full and part time (over 20 hours a week) permanent benefitted employees.
Mr. Carroll will work with Mr. McCreery to work out the scope of work & job description comparison to be completed. This recommended scope will be presented at the November 6, 2014 Human Resources Board meeting.

Town Custodian Position Description Update and Re-grading
  • Ms. Greene had reviewed position description from April 2003.  There were many additions to job description – light bulbs, rodents, crawlspaces, working in confined spaces, shoveling, de-icing & snow removal as needed, opening the Chilmark Community Center for emergencies, generator inspections, ladder work, staging, fiscal responsibility, responding to no heat in buildings on days off, supervising repairs & negotiating prices, being on-call for emergencies. 40 hours weekly / non-exempt.
Title will be changed to Maintenance Supervisor of Town Buildings.  
Re-grading with Job Grading Chart
Position was re-graded to a Grade 9

Maintenance Supervisor of Town Buildings Continued…
  • Ms. Greene moved to recommend the new title, job description and grading to the Board of Selectmen, with further recommendation that the town purchase safety harnesses and power tools or makes equipment available so that Maintenance Supervisor of Town Buildings does not need to use his own tools for work done on town buildings. Mr. Flanders seconded the motion, and added that if Town provides safety harness, it must be worn at all times in circumstances that require it.  SO VOTED: 3 Ayes, 2 Not Present
Town Clerk position re-grading has not been discussed with employee, so it will be tabled until next meeting.

Administrative Assistant to the Selectmen Position Description Update and Re-grading
  • Some language was changed in the re-drafted job description. The Board discussed attending evening activities/taking minutes so as to not exceed 40 hours/week, delegation of supervision of winter interns, assistant Town Clerk duties, and supervision of beach sticker operations.
Re-grading with Job Grading Chart
Position was re-graded to a Grade 6
