Meeting called to order at 8:07AM
  • Assistant Harbormaster Position Description:
  • Discussion occurred.
  • Asst. Harbormaster Position Description & Asst. Wharfinger Position Description appear to be the same except for Grade and Supervisory notes.
  • Jim noted the changes that need to happen. Jennie noted changes she would make to make the Asst. Harbormaster/Wharfinger and Jim marked those suggested changes to the paper document. Jennie suggested the word ‘Wharfinger’ be eliminated from the top of the position description. Jennie continued to note changes needed to supervisory responsibilities to make it clear that the Asst. Harbormaster supervises the Asst. Wharfinger, the change to amount of time employed due to the need to keep employment under 16 weeks (seasonal position).
  • Discussion occurred regarding the training needed to comply with the state regulations for Harbormasters/Wharfingers. Jennie stated she thought it would be necessary for the Asst. Harbormaster to attend training because it appears training is required by state law.
  • Discussion continued regarding the necessity of hiring an Asst. Harbormaster for a three year appointment.
  • It was noted by Steve Lewenberg that the advertisement for the position would be for a three year appointment to a ‘less than 16 week’ seasonal summer position. He continued, regarding the responsibility for paying for training due to the fact that the Beach Dept. was required to require the Beach Superintendent to fund her own training last year. It was discussed further and decided that, since the state requires the Harbormaster & Asst. Harbormaster training, the town must hold the responsibility of the training for the Harbormaster positions.
  • It was decided the position be at a Grade V and the position will be compensated at a Grade VI only after training is completed at the Academy.
  • Further discussion continued regarding Coast Guard licensure and the qualifications necessary for an Asst. Harbormaster. Chuck suggested that the licensure be required by the completion of the three year appointment.
  • CORI checks should be included on the position description.
