APPROVED MINUTES
Present: Stephen Lewenberg, Chair, Jennie Greene, Max McCreery, Steven Flanders, Bill Rossi, Board of Selectmen Representative, Tim Carroll, Executive Secretary
Not present:  Jim Malkin
Public/ Board or Comm. Members:

Meeting called to order at 8:06AM

  • List of Positions Update:
  • The Board reviewed the List of Positions submitted by Ms. Christy. Chair Lewenberg requested Ms. Christy add a column stating the class of positions, seasonal or year-round.
  • Ms. Greene requested Ms. Christy eliminate the Park & Recreation position descriptions since those were superseded by the Beach Committee position descriptions.
  • Mr. Flanders noted the issue of a position titled Dog Officer as opposed to an Animal Control Officer position. Chair Lewenberg requested Mr. Rossi confer with the Board of Selectmen regarding the possible change to a position called Animal Control Officer. Mr. Rossi stated he would bring the issue to his Board and respond at a later date.
  • DRAFT Municipal Position Evaluation Manual (MPEM) Testing:
  • Test of MPEM using Treasurer position description:
  • Discussion occurred about the tasks the Treasurer does in her position.
  • Further discussion occurred regarding the level of complexity of the work in the Treasurer position.
  • The current Treasurer was lauded for her meticulous work.
  • Chair Lewenberg reminded the Board to identify the experience & knowledge required during the evaluation process. It was noted the position is an elected position and requirements for a person are not applicable.
  • The position resulted in a Grade 9. It is currently graded at a Grade 9.
  • Test of the Board of Health Administrator/ Inspector:
  • Discussion occurred about what the duties, responsibilities and level of individual initiative and decision-making is required of the Admin./Inspector.
  • Discussion occurred regarding to what extent the Admin./Inspector exercises independent judgment and to what extent the Board assumes the decision-making responsibilities.
  • The position resulted in a Grade 7. Discussion occurred about the ‘Contacts With Others’ level and the fact that it could have been tested and resulted in a D, placing the position into a Grade 8. It is currently graded at a Grade 8.
  • Minutes: September  12, 2013
  • The minutes were reviewed. Discussion occurred. Ms. Greene made a motion to approve the minutes as amended. Mr. Flanders seconded the motion. All ayes.
  • Highway Laborer new draft: September  12, 2013 Signed by Chair Lewenberg
  • The Board made a motion to accept the changes in the Highway Laborer position description, made after the meeting on Sept. 12, 2013. Motion was seconded. All ayes.
  • Updates from Mr. Hodgkinson
  • Tax Collector has passed the exam after a two-year participation in class
  • Chair Lewenberg noted the quality of the current town hall staff and lauded Mr. Carroll for his work as manager.
