  • Meeting called to order at 8:00AM
  • Job Description Review & Grading: Highway Laborer Position
  • Chair Lewenberg reviewed the status of the Highway Laborer Position and directed the Board to use the MPEM to re-grade the position. Chair Lewenberg noted changes to the position description: driver’s license needed, machinery/equipment used during job, further updates in the exact skills used in the position, some hazardous.
  • Discussion occurred about the review of the Highway Laborer Position. Ms. Greene noted that she sent the Highway Superintendent a request for information in order to update the position description. Ms. Greene reviewed the notes that she made during the earlier discussion about the Highway Laborer Position in March.
Mr. Rossi stated that he is concerned with the way the Highway Laborer left the position. However, Mr. Rossi stated that he is in favor of a review and regrade of the Highway Laborer Position.
  • The Highway Laborer Position was re-graded. The position was regraded at a Grade 4. Mr. Malkin made a motion to regrade the Highway Laborer position to a Grade 4. Mr. Flanders seconded the motion. Mr. Hodgkinson noted the Board of Selectmen requested the Board review the Highway Laborer position with respect to competitiveness with other neighboring towns and inquired whether moving the position to Grade 4 would comply with that request. Mr. Rossi stated he felt the Board was accomplishing its job well and that the BOS would consider the HRB recommendation of Grade 4.
  • Ms. Greene noted that the town would not be able to find a person to occupy the position at the rate paid at Grade 4. Mr. Flanders expressed concern with the comparison of seasonal rates of pay with other towns. Chief Cioffi noted that the job of a Highway Laborer may be more labor intensive than a parking policeman in Menemsha which is graded at a Grade 5. Chief Cioffi noted that Grade 4 is too low. Mr. Flanders felt it was not helpful to compare very different positions. Mr. Rossi expressed support for the Board’s regrading exercise and asked the Board to make their recommendation to the BOS.
The motion was brought to a vote. 3 ayes, 1 opposed.
  • Procedures Brief
  • Mr. Hodgkinson reviewed the origination of the brief regarding new procedures. He outlined two major issues:
  • No stated time-frame for a periodical review of all positions, as directed in the Procedures Manual
  • Formal Procedure for reviewing or re-grading a position description
  • Discussion occurred regarding the procedures brief.
  • Mr. Lewenberg noted there is concern within the staff about how job description review occurs and stated the current testing of the MPEM is to evaluate and update the manual, without the cost of a consultant for the production of a new manual, rather than to re-grade any position grades. Mr. Lewenberg noted this fact needs to be communicated to the staff in order to lower the level of concern among the employees.
  • Mr. Malkin suggested that the Board review the procedures and noted that the new procedures may lower any level of anxiety apparent among the staff about position grade review.
  • Mr. Hodgkinson suggested that the draft brief be circulated to the staff and the BOS in order to gather comment. The Board agreed that the procedures should be circulated for comment. Mr. Lewenberg noted the new proposed procedures was received by the Board very positively.
  • MPEM Test
  • Mr. Malkin inquired what the course of action is for the continued testing of the draft MPEM.
  • Mr. Malkin asked would the Board accept what we have created with or without a comprehensive testing using all position descriptions.
  • Ms. Greene noted the subjectivity of the grading process.
  • Discussion occurred about how to create a process for testing and grading that is consistent.
  • Mr. Carroll stated that he hoped that all position descriptions would be tested with the draft manual.
