February 21, 2013

Present:  Frank LoRusso, Chair, Jennie Greene, Max McCreery, Bill Rossi, BOS Representative; Jennifer Christy, Administrative Assistant, Chuck Hodgkinson, Staff Representative, Pam Bunker, Asst. Assessor & Beach Committee Chair
Not Present: Steve Lewenberg, Jim Malkin, Tim Carroll, Executive Secretary

The meeting was called to order at 8:01 AM by Chair LoRusso.

  • Chair LoRusso requested that Ms. Christy alert him to all meetings he is scheduled to attend.
Beach Committee/Board of Selectmen Meeting Discussion:
  • Chair LoRusso summarized his and Ms. Greene’s visit to the Town Hall on February 20, 2013.
  • Chair LoRusso presented a document, obtained from the Treasurer, detailing the Beach Superintendent’s hours for the FY2012 & 2013.
  • Chair LoRusso asked Mr. Rossi to give a summary of the February 19, 2013 Board of Selectmen meeting regarding the Selectmen changing their mind again on the payment of the training.
  • Mr. Rossi gave a summary of the BOS Meeting as concerned the Beach Committee.
  • Chair LoRusso presented a document, obtained from the Treasurer, detailing the Beach Superintendent’s hours for the FY2012 & 2013. It was reviewed by Board members.
  • The definition of a seasonal employee was discussed.
  • Mr. Hodgkinson suggested getting counsel on the definition of a seasonal employee before a schedule is reviewed.
  • The work schedule of the Beach Superintendent was discussed at length.
  • Ms. Greene described the available programs for lifeguard training on the island and the costs. Ms. Greene questioned the costs quoted by the Beach Superintendent for the training.
  • The Chair requested Ms. Christy obtain the FY2014 budget documents for the Beach and Fire Departments. The numbers were compared with those provided by the Treasurer in the aforementioned document.
  • The Board discussed the management of the Beach Committee.
  • The Beach Department’s FY2014 was analyzed and lines such as mileage and recreational supplies were questioned. There was confusion about the change in budgeted amounts for the Asst. Beach Superintendent from FY2013 to FY2014.
  • The Board reviewed and discussed the Beach Superintendent’s job description.
  • Chair LoRusso directed Ms. Christy to request the Chair of the Beach Committee to attend the meeting. Ms. Christy left to make this request of the Beach Committee Chair.
  • Ms. Christy returned. The Beach Committee Chair entered directly after. The Beach Committee summarized her recent role and actions as the Beach Committee chair concerning this topic.
  • Ms. Greene suggested the Beach Committee sign the Beach Superintendent up for the class at the YMCA and pay the fee directly. The Beach Committee Chair asked for direction on how the committee should be made aware of the request and suggestion of the HRBC. The Chair requested that Mr. Hodgkinson assist the Beach Committee Chair in formulating the response/plan for the Beach Committee.
  • Board members discussed the importance of the Beach Superintendent taking a certified class rather than an easier, possible available class.
  • The Beach Committee Chair described what she will do as a result of this discussion-she will convey the main points of the discussion. She also asked if any members would attend the next Beach Committee meeting.
  • More discussion occurred regarding the definition of a seasonal employee and whether the Beach Superintendent qualified for that designation. Discussion occurred regarding the swimming abilities of the Beach Superintendent. Mr. Rossi stated the Superintendent stated to Selectman Mayhew that she could swim.
  • The Chair asked Ms. Greene to contact counsel (Jack Collins) re whether the Beach Superintendent’s hours (1050/yr.) qualify her as a permanent employee eligible for benefits. The Beach Committee Chair confirmed the Superintendent is supposed to work 50 hrs/wk in the season.
  • Discussion continued about the Beach Dept. management, budget, day-to-day operations, staffing, policies & procedures. The Beach Committee Chair explained various FY2014 budget lines. The Beach Committee Chair retrieved the budget document that she sent to the Executive Secretary and the Accountant. She itemized the differences between the two documents and determined that the budget printed for the FinComm budget meetings were flawed only in the area of percentages.
Next Meeting:
  • Thursday, March 7, 2013, 8 AM
  • Chair LoRusso requested Ms. Christy contact the Beach Committee to schedule a meeting with them as an alternative to the requested meeting on the 26th.
Beach Committee/Board of Selectmen Meeting Discussion:
  • Continued discussion re Beach Superintendent and Beach Committee. Chair LoRusso requested Ms. Greene also inquire of counsel whether the Beach Superintendent should be paid for time spent in training.
Minutes from February 7, 2012 were reviewed:
  • Chair LoRusso asked for information about the cost of the training to be included in the February 7, 2013 meeting minutes.
  • Mr. Rossi changed a sentence on the second page.
  • Ms. Christy requested clarification of Chair LoRusso’s response to records requests.
