HUMAN RESOURCE BOARD of CHILMARK

Present:  Frank LoRusso, Chair, Jennie Greene, Max McCreery, Jim Malkin, Jennifer Christy, Administrative Assistant,
Not Present: Bill Rossi, BOS Representative, Steve Lewenberg, Chuck Hodgkinson, Staff Representative, Tim Carroll, Executive Secretary

The meeting was called to order at 3:10 PM by Chair LoRusso.

  • Chair LoRusso reviewed the agenda.
Beach Laborer Position Approval & Grading:
  • Mr. Malkin moved to approve the Beach Laborer job description for recommendation to the Board of Selectmen. Mr. McCreery seconded the motion. No discussion occurred. The motion was brought to a vote and the motion was unanimously approved.
  • The Board proceeded to grade the new position using the current classification manual and again with the proposed revised classification manual.
  • Discussion occurred regarding section 3 of the current manual, ‘Judgment and Initiative’ and it was determined the Laborer job would be a Level 1 for this section 3.
  • In the process of grading the position with the current manual, it was determined that section 9 of the current manual, Manual Skills, may need   a change made to Level 1 and Level 2 to emphasize the ‘physical’ over the ‘mental’.
  • The process of grading the Beach Laborer resulted in a determination of Grade 1.
  • Mr. Malkin moved to approve a classification of Grade 1 for the Beach Laborer. Ms. Greene seconded the motion. The motion came to a vote and the Board voted unanimously to recommend a Grade 1.
Testing of the Proposed Revised Classification Manual:
  • Ms. Greene proposed to use the Highway Laborer job description in order to test the proposed revised classification manual.
  • The Board reviewed the Highway Laborer position. The job description was determined to need revision. Mr. Malkin inquired about the procedure for revision of job descriptions and asked specifically if it was the duty of the department head to revise and submit for approval.
  • Mr. LoRusso requested that Ms. Christy find out whether the Highway Superintendent has liability insurance on his truck and whether it states ‘Town of Chilmark additionally insured.’
  • Mr. Mayhew stated the need to review this job description to reflect the use of power tools and the workers’ presence on the highway.
  • Mr. Malkin inquired whether the Board should request the Highway Superintendent revise the Highway Laborer position and submit it to the HRBC for review. Ms. Greene stated she would create a revised job description of the Highway Laborer for review by the Highway Superintendent. Ms. Greene asked for suggestions for changes and revisions to the Highway Laborer position. The Board offered suggestions. Chair LoRusso stated the insurance costs for personnel who use chain saws are very high. Ms. Greene inquired about weight lifting limits for the Highway Laborer position. It was agreed that the description should indicate being able to carry up to 60 lbs.
  • Ms. Greene suggested the classification manual should be amended to add ‘chain saws’ to the section 9 Manual Skills, Level 3.
  • Discussion continued about the type of tools the Highway Superintendent uses and where he disposes of brush. More discussion occurred regarding the scope of the Highway Department jobs.
  • Ms. Greene listed the revisions to the Highway Laborer position description and offered to communicate with the Highway Superintendent to facilitate the revision.
  • Chair LoRusso requested Ms. Christy ask the Highway Superintendent whether he holds a Class II license for the vehicles he uses and to also ask in the Highway Laborer holds a Class II license.
  • The Board reviewed the Asst. Beach Superintendent position description. Discussion occurred about appropriate tasks for an Assistant Superintendent and how the tasks overlap and/or support the Superintendent. The Board determined the position is written to reflect duties that are identical to a Superintendent for much of the time due to non-contiguous schedules.
  • The Board determined the need to recommend to the BOS that Lifeguard Certification be required for the Assistant Beach Superintendent job description, in the section titled, “REQUIRED KNOWLEDGE, SKILLS AND ABILITIES.” Chair LoRusso requested Ms. Christy draft a letter of recommendation to the BOS.
  • The job description was graded using the current manual. There was concern with the process and the possible result of the exercise if the Grade significantly diverged from the current Grade. The exercise resulted in a classification of Grade 9 (345 points), using the current manual. The job is currently classified as a Grade 6 position. Mr. Malkin emphasized the Board was engaged in an exercise to evaluate and eventually validate the classification manual rather than to re-grade a position. He further emphasized that no re-rating of positions was happening but rather the Board was using this position description in order to determine how to make the classification manual more appropriate for the conditions the town faces.
  • Mr. Malkin & Mr. McCreery both stated the need to look at the classification criteria and procedure.
