HUMAN RESOURCE BOARD of CHILMARK
Minutes
March 1, 2012


Members Present:  Frank LoRusso, Chair, Jennie Greene, Max McCreery, Steve Schwab, Todd Christy, Administrative Assistant.
Frank Fenner, Tim Carroll

The meeting was called to order by Mr. LoRusso at 8:06 AM.

Mr. LoRusso asked if Todd had a record/account of exit interviews performed by the board of leaving town employees. Todd responded that he had not seen an exit interview since working with the board.
   
Longevity Discussion regarding HRBC Bylaw:
Emily Day, town accountant, had provided an excellent visual chart graphing out the next several years which town employees who would be eligible for ‘longevity’ and ‘step’ at the same time. This graph also displayed the cost to the town over the same time period. There was some discussion concerning the nature of ‘step’ and ‘longevity.’ Step is a merit/performance based wage increase while longevity is a durational based bonus. Currently, all Benefit-Eligible employees (those who work over 20 hours a week) would be eligible for longevity once they achieve 10 years of employment with the town. The step performance based system is eight steps based on a positive performance evaluation by the supervisor of that department or department head.
The board discussed at length many of the aspects of the overlap of step/longevity and decided that they would look into it in the future. The board took no action regarding this issue after discussion.

Classification Manual:
The Board did not have time to review several provided job descriptions, but the members all took home copies (provided) to review and then grade together at their next meeting.

Todd was asked to look into whether or not all the required job performance evaluations were completed and filed with HRBC.

With no other business to attend to, the meeting was adjourned at 9:35am
