HUMAN RESOURCE BOARD of CHILMARK
Minutes
April 5, 2012


Members Present:  Frank LoRusso, Chair, Jennie Greene, Steve Lewenberg, Max McCreery, Chuck Hodgkinson, Staff Representative
Members not present: Steve Schwab
Staff: Jennifer Christy, Administrative Assistant, Tim Carroll. Executive Secretary

The meeting was called to order by Mr. LoRusso at 8:08 AM.
   
The chair opened certified letter addressed to HRBC requesting evaluation documents from an employee of Tri- Town Ambulance.

There was discussion regarding the procedure of performance evaluations.

Ms. Green made a motion to enter into executive session to discuss a legal issue regarding a Tri-Town employee. Motion was seconded and a vote was taken. Vote was unanimous to enter into executive session. Roll call vote: J. Greene: Aye, F. LoRusso: Aye, M. McCreery: Aye, S. Lewenberg: Aye.

Executive session began at 8:13 AM

Executive session adjourned at 8:35 AM.

Minutes from previous meetings were reviewed.

February 2, 2012 Minutes: Ms. Greene made a motion to approve with one change. Motion seconded. Mr. LoRusso abstained due to absence on Feb. 2. All ayes.

February 16, 2012 Minutes: Ms. Greene made a motion to approve. Motion seconded. All ayes.

March 1, 2012 Minutes: Discussion regarding step increases and longevity language in the bylaw. It is proposed “longevity language” be a future agenda item. Not approved.

March 15, 2012 Minutes: Ms. Greene made a motion to approve as written. Motion seconded. All ayes.

Classification Manual:

There was discussion on how to proceed regarding the manual. It was agreed that the board would continue to test the manual by reevaluating various positions. There was discussion regarding the purpose of testing the manual. Mr. Lewenberg stated that it must be made clear to employees that it is not the HRBC’s intention to re-grade positions as a result of testing the manual. Ms. Greene agreed and stated the process was an exercise and not for use in re-grading. Mr. LoRusso stated that the process was to ascertain whether the new manual works as the old one did not. Mr. LoRusso proposed taking one entire future meeting to test three positions with the new manual. Mr. Hodgkinson suggested taking one each of Grade 6, 8 & 10 positions. Mr. Carroll suggested testing a “laborer” position. Ms. Greene suggested a beach position as well.
The board as a whole used the new classification manual to test the Asst. Wharfinger position.

With no other business to attend to, the meeting was adjourned at 9:30 AM
