HUMAN RESOURCE BOARD of CHILMARK
Minutes
March 15, 2012


Members Present:  Frank LoRusso, Chair, Jennie Greene, Steve Lewenberg, Todd Christy, Administrative Assistant. Frank Fenner, BOS rep.
Other Attendees: Tim Carroll, Warren Doty, Emily Day, Jennifer Christy, Melanie Becker, Janet Weidner
Not Present: Steve Schwab, Max McCreery
The meeting was called to order by Mr. LoRusso at 8:07 AM.
   
Restructuring of Administrative Asst. Position:
Tim Carroll presented the proposed combined position of Town Clerk (21 hrs/wk) & Administrative Asst. for Planning Board & HRBC(16 hrs/wk). He noted the primary advantage of the expanded hours for this combined position (37 hrs): more town clerk service to townspeople. Mr. Carroll also noted the advantage of utilizing an employee with town hall experience and knowledge of Planning Board functions, responsibilities.

The Board discussed the hours needed for each administrative position Todd vacated.

Planning Board administration would be reduced to 14 hrs./wk. HRBC administration would be reduced to 2 hrs/wk. Housing administration would be reduced to 5 hrs./wk. Historical Commission administration would remain the same at 1 hr./wk.

The Housing/Historical Administrative Asst. would be a “project-based” employee at 6 hrs./wk.

Warren Doty noted the BOS prefers to re-evaluate how the jobs work whenever a vacancy occurs.

Grade/step of new Town Clerk/Admin. Asst. position was discussed. The proposed position will have a Grade 9/Step 4 level. Mr. Doty noted the “parallel” situation of the CAS Admin., quality of service, prior integration with the Planning Board, and flexibility in Town Hall.

Mr. LoRusso questioned the need of 14 hours for Planning Board and asked for Janet Weidner to be telephoned. Ms. Weidner was telephoned and asked to attend HRBC meeting.

Mr. LoRusso requested information regarding evaluation process from Treasurer Melanie Becker. There was discussion re processing evaluations.

Ms. Weidner arrived and outlined the Planning Board’s schedule for the next 9 months.

Motion was made to recommend the addition of 16 hrs./wk. in the Town Clerk’s work schedule to accomplish the administration of the Planning Board (14 hrs./wk.) and the HRBC (2 hrs/wk) to be reviewed on or after December 1, 2012.
Motion was seconded. Motion was carried unanimously.

With no other business to attend to, the meeting was adjourned at 9:35am
