The members of the board officially welcomed Mr. LoRusso as the new Chair of the Board.
The meeting was called to order by Mr. LoRusso at 8:05 AM.
Longevity Discussion regarding HRBC Bylaw:
The board discussed the reference to longevity within the bylaws. There had been a sentence that referenced longevity and step within the Longevity section of the bylaws that was removed at some point after the December Public Hearing. Part of the discussion questioned when that sentence was removed and why. Mr. Hodgkinson referenced many old emails and concluded that the sentence referenced step and longevity based on a positive performance evaluation and was moved out of the Longevity section as it was referenced in the performance evaluation section.
The board took no action regarding this issue after discussion.
Classification Manual:
The Board reviewed the most recent changes and had some discussion regarding the numerical scale used for grading job descriptions. The board discussed the grading results of several samples of job descriptions. The ranges were generally within the grading scale range, supporting the new numerical scale. The board would like to sample grade several more diverse job descriptions to see where they come out. Todd will try to gather all past job grading numbers and see how they relate to the new scale.
Todd was asked to look at how other towns HRBC or Personnel Bylaws refer to Longevity and to ask Emily when she has time to run out an expected number of staff who will be both on step and longevity increases at the same time.
With no other business to attend to, the meeting was adjourned at 9:35am
