PERSONNEL BOARD
No Quorum ~ Notes,
November 16, 2010

Members Present: Frank LoRusso, Max McCreery, Frank Fenner, Chuck Hodgkinson, Tim Carroll, Dennis Jason
Todd Christy, Administrative Assistant.
Not Present: Steve Lewenberg, Jennie Greene
Without a quorum of the Personnel Board members, there was no meeting.
The members present decided to have a working group session to discuss some of the issues before the board, including COLA discussion and Harbormaster Job description review.

There was a brief discussion concerning how the COLA is calculated, which includes the averaging two CPI amounts over a twelve month period. Currently the town uses the Northeast Worker Urban Clerical Database. After some discussion it was agreed that the date of the amounts had been pushed back in the past for several reasons, but now the group thought it would be a good idea to change the date of CPI numbers reported to September, allowing more time to calculate the budgets for the department heads.

Dennis Jason, Harbormaster, joined the meeting. Mr. Jason explained in great detail the needs and the requirements of the job as it relates to Menemsha. Space within the harbor is at a premium and there are many needs vying for those spaces. The “buy” boat; the long liners; trap fishermen; transient boaters; slip owners; Coast Guard. All these types of boaters are vying for space that is finite. The discussion also included Mr. Jason’s responsibilities in regards for all other town waterways and ponds, including supervision over moorings in Quitsa and all the associated issues with those highly sought after spaces.

Next Meeting is December 2, 2010 and Mr. Jason was invited back to join the board in further discussion of the proposed job description.

There was some final comments made concerning the COLA and the members at the working session would like to see the higher numbers as opposed to lower month numbers to work with, even based on the average of the past 12 months.

There was a request from the Executive Secretary to retroactively raise the Assistant Executive Secretary from step one (1) to step three (3), going back to July 2010. After some discussion of Ms. Deblases’ ability and wonderful fit to the role, the members present agreed to the request and would like Ms. Greene’s vote as well by phone. Todd will call her and get a majority consent to send a memo to the Selectmen recommending her retroactive step increase.

December 16th at 7pm there will be a Public Hearing for the new Personnel Bylaw.
