PERSONNEL BOARD
Approved Minutes
August 5, 2010


Members Present:  Jennie Greene, Chair, Steve Lewenberg, Frank LoRusso,
Frank Fenner, Selectman, Tim Carroll, Executive Secretary, Chuck Hodgkinson, Staff representative,
Todd Christy, Administrative Assistant.
Public Present: Emily Day  

Chuck Hodgkinson spoke to the board concerning the sad loss of Russell Walton. Rusty had been suffering from an aggressive form of cancer and passed away this past week.

The meeting was called to order by Ms. Greene at 8:10 AM.
Ms. Day was curious about the position of the Assistant to the Fire Chief.

Minutes:
Minutes from June 3, 2010 were presented. There was some discussion concerning the topics covered within the minutes including a revisit of the Appointing Authority conversation. After this discussion, the minutes were approved as amended by the board.

Minutes from June 18, 2010 were presented and approved as amended by the board.

Minutes from July 1, 2010 were presented and approved as amended by the board.
The board had some discussion concerning compensation review. Mr. Carroll described how the Town of Chilmark is driving the train with Tri-Town and the Chief is the policy maker. The board discussed having Chief Bellinger join them again for further discussion. Ms. Day commented on the complexity of the Tri-Town Compensation plan. Mr. Lewenberg asked that the board contact Mr. Bellinger asking him to prepare an outline of the compensation plan and circulate. The Board would like Mr. Bellinger to join them Sept. 2, 2010 to review the plan. After this discussion, the motion was made to approve the minutes as amended. That motion was seconded and approved by: Jennie Greene, aye; Max McCreery, aye; Frank LoRusso, abstain; Steve Lewenberg, aye.

Mr. Fenner said the Selectmen will have on their August 17 agenda, the review and approve of the job description for the Deputy Ambulance Chief and the will have to approve the advertisement for Todd’s current position as Administrative Assistant with the Personnel Board.

Ms. Day said that the 60 day period for payroll for the assistant to the fire chief was up and that no further payroll submissions had been entered. Mr. Norton should be notified of this situation.
There was a question as to whether or not the Beach files have been brought to Town Hall. Todd will find out.

Performance Evaluations will be attended to by Todd. It will now be his responsibility to make sure these are done by the appropriate supervisor and returned to Personnel Board Chair for review. Each supervisor will be informed of which performance evaluations need to be done 6 weeks in advance and again with three weeks notice. Department Heads will be notified.

With no more business to attend to, the Board adjourned at 9:25 am
