CALL TO ORDER
Chairman Williams opened the meeting at 8:02 a.m.


TRI-TOWN AMBULANCE
Ms. Mastromonaco, representing the TTA Committee, began the discussion by informing the Board that the ALS Coordinator position is still vacant.  The Tri-Town Ambulance (TTA) Committee has advertised twice for this position and has not had any qualified respondents.  This vacancy is causing a strain on the current staff and volunteers.  Ms. Mastromonaco also stated that another strain on Tri-Town Ambulance staff is that the ambulance stationed in Aquinnah is out of service and will be for the summer.  The Town of Aquinnah is requesting that an EMT staff person be stationed at Aquinnah to cover a daily shift.  Aquinnah will be equipped with an emergency vehicle supplied by W.Tisbury until the ambulance is back in service.

Ms. Mastromonaco, requested that an additional EMT (Emergency Medical Technician) to work one shift per day, seven days a week, to assist in the summer duties.  This additional EMT is a temporary staffing situation that will allow the TTA Committee to advertise once more for the ALS Coordinator, and hopefully, fill the position and train a qualified candidate by end of September.

In order to fund the additional EMT position, the TTA Committee is requesting that monies budgeted for the ALS Coordinator position for this period be used to fund the additional EMT position.  This temporary staffing arrangement would continue through the summer until September 20, 2008.

After a full discussion by the Board, Mr. Lewenberg made a motion to authorize the additional EMT position on a temporary basis and recommend to the Finance Committee the allocation of funds from the ALS Coordinator to support the additional EMT position.  Mr. McCreery seconded the motion, and the members present unanimously approved the motion.

The Board thanked Ms. Mastromonaco for presenting this temporary plan and expressed appreciation to the TTA Committee for seeking guidance and approval from the Personnel Board prior to implementation.

GENERAL DISCUSSION
The Board had a general discussion concerning the subject matter for review by the Personnel Board.  It was the sense of the Board that Town Departments experiencing personnel issues that involve a change in a job description, a budgetary move or creates a new position (temporary or permanent) are encouraged to consult with the Personnel Board for earlier guidance.

With no further business, Chairman Williams adjourned the meeting at 8:55 a.m.
