CALL TO ORDER
PersonNameRichard Williams, Chairperson, opened the meeting at 8:04 a.m.

TRI-TOWN AMBULANCE
There was a brief discussion concerning the Personnel Board's jurisdiction regarding
Tri-Town issues.   While Tri-Town is governed by a committee, the employees are subject to the Personnel Bylaws and are appointed annually by the Chilmark Board of Selectmen.  PersonNameRichard Williams and Susan Heilbron agreed to explore further the relationship between the Town of placeCityChilmark and its Personnel Bylaws and entities such as Tri-Town and the Library that have Boards/Committees whose employees are paid by the Town but directly report back to these Boards/Committees.

REVISED PERSONNEL BYLAW
Section 3.0 Initial Evaluation Period:  During the Initial Evaluation Period, an employee will be evaluated on his/her performance at 3-months and again at 6-months.  An explanation of these performance evaluations needs to be included in the Procedural Manual.
Richard to draft language for section 3.1 and 3.2.

Section 1.3 Definitions:  Add "Personal Rate:  A rate of pay above the maximum rate for the job due to a revision of the rate range plan and would only pertain to the present employee in that position."

Procedure Manual:    Include in the manual language that would allow the employee to have input pertaining to the suggested training courses/classes for his/her attendance. (Section 4.5)

Section 4.6 Overtime: PersonNameTim Carroll began the discussion by asking the Board to consider
the procedure of calculating overtime on a 28-day period versus a 40-hour workweek.  
Mr. Carroll will provide the Board with a copy of Section K of the Fair Labor Standards Act, which outlines this provision.

Section 8.5 Holidays:  PersonNameTim Carroll also brought up for discussion employees working on holidays.  The revised bylaw needs to incorporate language such as "essential to Town Hall services" and define who authorizes the employee to work.   It was the sense of the Board that this information should be included in the Procedure Manual.  If an employee is asked to report to work by his/her Supervisor, then that employee is entitled to the double time and a half pay rate.  If the Employee requests to come in, it needs to be authorized by the Supervisor.  The Board asked Mr. Carroll to draft the language to be included in the Procedure Manual.


CALENDAR
The Personnel Board's next meeting is scheduled for Thursday, May 15, 2008 at 8:00 a.m.

With no further business to discuss, Chairman Williams adjourned the meeting at 10:27 a.m.
