CHILMARK PERSONNEL BOARD MEETING JULY 20, 2006

CALL TO ORDER: 8:00 AM
PRESENT: Members Jennie Greene, Susan Heilbron, Max McCreery and Richard Williams. Also present: Selectmen’s Liaison Riggs Parker, Executive Secretary Tim Carroll, Staff Liaison Polly McDowell, Chief Beth Toomey, Martina Mastromonico, Deb Cini and Chuck Hodgkinson. Absent: Lois Norton.
MEETING MINUTES: The review of meeting minutes for 6/1, 6/15 and 6/29 was postponed to the next Personnel Board (PB) meeting.
ADVANCED LIFE SUPPORT COORDINATOR (ALSC) JOB DESCRIPTION: The latest draft of the job description for this new position with the Tri-Town Ambulance Service was reviewed. The group agreed to change the Disease Infection Control Certification requirement to only obtaining the necessary training for this responsibility because the specific certification course is no longer available on-island. After further discussion Mr. McCreery made a motion to approve the ALSC job description as amended and forward the amended job description to the Board of Selectmen for approval. Mr. Williams seconded the motion and the vote was unanimous in favor.
ALSC JOB CLASSIFICATION: The PB discussed the job classification for the new ALSC position. After discussion the group agreed its status should be the same as the Ambulance Coordinator position – a nonexempt, salaried position. Mr. Williams made a motion to classify the ALSC position as a nonexempt, salaried position and recommend this to the Board of Selectmen for approval. Ms. Heilbron seconded the motion and the vote was unanimous in favor.
AMBULANCE COORDINATOR (AC) JOB DESCRIPTION: The latest draft of the Ambulance Coordinator job description was reviewed. There has never been an approved job description for this position. Several minor changes were agreed. The group felt the AC job description as amended was accurate and clearly separated this position’s role and responsibilities from those of the ALSC. Ms. Heilbron made a motion to approve the AC job description as amended and forward the amended job description to the Board of Selectmen for approval. Mr. McCreery seconded the motion and the vote was unanimous in favor.
AMBULANCE COORDINATOR PAY GRADE AND STEP: The Personnel Board (PB) proceeded to perform the 13-step pay grade analysis for the newly approved AC job description.
The final analysis determined the AC position should be a Grade 8. Chief Toomey recommended that the earned Step should be the same as budgeted for the current fiscal year (2007) because Martina M. will continue as the AC and will require no training. After a brief discussion the PB agreed. Ms. Heilbron made a motion to change the AC grade from grade 6 to grade 8 and to change the fiscal year 2007 pay grade and step from grade 6 step 6 to grade 8 step 6 retroactive to July 1, 2006 and to further recommend these changes to the Board of Selectmen, FINCOM and Tri-Town Ambulance Committee for formal approval. Mr. McCreery seconded the motion and the vote was unanimous in favor.
