CHILMARK PERSONNEL BOARD MEETING JUNE 15, 2006

CALL TO ORDER: 8:04 AM
PRESENT: Members Jennie Greene, Susan Heilbron, Max McCreery and Richard Williams. Also present: Staff Liaison Polly McDowell (arrived at 9:30 AM), Selectmen’s Liaison Riggs Parker, Executive Secretary Tim Carroll, Martina Mastromonico, Deb Cini, Chris Cini, Mary Boyd, Chief Beth Toomey and Chuck Hodgkinson. Absent: Lois Norton.
MEETING MINUTES: The minutes for the June 1 meeting will be reviewed at the next meeting.
ADVANCED LIFE SUPPORT COORDINATOR (ALSC): The draft job description and Personnel Board (PB) questions about a new, full-time (40 hours per week), nonexempt, hourly position for the Tri-Town Ambulance Service (TTAS) were discussed. Ms. Boyd explained that the ALSC position reports to the Tri-Town Ambulance Committee – not the Ambulance Coordinator (AC). The ALSC and the AC will consult and confer on daily matters as necessary. The significant difference between the two positions is as follows: the AC is an administrative position that oversees all day-to-day operations of the TTAS. The ALSC oversees the medical emergency staffing, procedures and quality control requirements while working with the AC on other operational procedures and needs. It was also pointed out
that the ALSC position includes the consolidation of three separate jobs into one – Quality Assurance Coordinator, ALS Coordinator, Infection Control Officer with the addition of Duty Paramedic. The ALSC will cover an average of three shifts per week subject to need as a part of his or her regular staff duties.
It was clarified that the ALS Coordinator may volunteer for the TTAS as a paramedic but this “volunteer” time will count toward the ALSC’s total weekly number of paid work hours because the volunteer work would be the same as this person’s everyday job. The volunteer time combined with the weekly scheduled hours would mandate time and a half compensation for hours worked over 40 in any given work week.
Ms. Greene mentioned the AC position does not yet have an approved job description. She added that this would have to be resolved as there seems to be a great deal of overlapping responsibilities between the ALSC and AC positions. After much discussion about the draft ALSC responsibilities and the AC responsibilities the Board asked Chuck H. to distill the day’s conversation and revise the proposed ALSC and unapproved draft AC job descriptions with the goal of clarifying and distinguishing the differences between the two specific roles.
ALSC GRADE AND STEP: Since the ALSC position begins on July 1, 2006 the PB proceeded to perform the 13 step grading analysis to determine the starting grade and step for the ALSC position. After much discussion the total number of points awarded the ALSC position established its grade at level nine (9). The Board added that since this is a new position the person filling the job should start at step one (1).
It was pointed out that the annual salary for the ALSC would be 20 percent above the FY 2007 budgeted salary because the budget used a Grade 6 Step 4 hourly pay rate. Chief Toomey did not think this would be a significant problem for the TTAS and Committee.
Separately, the PB and Chief Toomey agreed once the job description for the AC is approved a Grade and Step analysis should also be performed for this position.
With no further discussion Ms. Heilbron made a motion to recommend to the Board of Selectmen a Grade 9 Step 1 starting wage for the ALSC position. Mr. Williams seconded the motion and the vote was three in favor with one abstention (Mr. McCreery).
The PB agreed to cover the remainder of the day’s agenda at the next regularly scheduled meeting – July 6.
