CHILMARK PERSONNEL BOARD MEETING FEBRUARY 22, 2006
CHILMARK TOWN HALL FINAL

CALL TO ORDER:  7:20 PM  

PRESENT:  Members Jennie Greene, Max McCreery and Lois Norton.  Also present:  Staff Liaison Polly McDowell, Executive Secretary Tim Carroll, Selectmen’s Liaison Riggs Parker and Chuck Hodgkinson.  Absent:  Richard Williams.

SHELLFISH CONSTABLE:  The PB reviewed the Treasurer’s analysis of the Shellfish Constable’s recorded weekly time sheets for the twelve months ending 1/28/06.  The average weekly hours worked was 12.9 hours.  After discussion the PB agreed to send a memo to the Board of Selectmen asking if this is a one-time occurrence or, if the job description needs updating.  A minimum average of 20 work hours per week is required for a position to receive Town benefits.
MEETING MINUTES:  The February 8, 2006 meeting minutes were reviewed.  It was agreed to defer the vote of approval until the next meeting.

HISTORICAL GRADE & STEP HOURLY PAY RATE:  The PB discussed Richard William’s request to prepare an analysis that compares the inflation of a specific grade and step hourly pay rate from 1999 to the present versus the inflation rate of the consumer price index (CPI) for the same time period.  Chuck Hodgkinson agreed to do this analysis.

HEALTH ADMINISTRATOR/INSPECTOR & HOUSING ADMINISTRATIVE ASSISTANT:  The PB’s recommendation to the Board of Selectmen for the change in hours and compensation structure for the Health Inspector/Administrator position was distributed.  A similar recommendation for an increase in the weekly hours for the Housing Committee’s Administrative Assistant was also distributed.  There were no comments on the two recommendations as submitted.  The PB agreed that in the future, these types of requests from individual boards should first be reviewed with the position’s supervisor as outlined on the Town Services Organization Chart.   

EXEMPT/NONEXEMPT; SALARIED/HOURLY POSITIONS:  A listing of all town positions with the budgeted weekly hours for each was distributed.  The PB agreed to review the list for discussion at the next meeting.  These decisions are needed so they can be incorporated into the employee presentation.

SCHEDULES:  The following PB members will miss the following PB meetings:  3/8:  Jennie Greene and Richard Williams (no quorum for this meeting); 3/22:  Richard Williams.  4/12:  Max McCreery.  

With no further business to discuss the meeting adjourned at 8:40 PM.
