Chilmark Board of Selectmen & FinCom January 12, 2016 Meeting Minutes
Present: Selectmen Warren Doty, Bill Rossi (Jonathan Mayhew not present)
FinCom Jim Malkin, Linda Coutinho, Bruce Golden, Susan Murphy, Adam DeBettencourt
Ms. Divoll & Mr. Carroll not present
Also Tim Carroll, Chuck Hodgkinson and videographer from MVTV.
At 6:00 PM Mr. Doty called meeting to order in the Selectmen’s Meeting Room.
Squibnocket Project Expenses:
Mr. Hodgkinson gave an outline of the proposed expenditure to transfer 3,000.00 yards (150 dump trucks) of sand from the dredging project needed for Squibnocket dune restoration in 2016.
The proposed sand will be stored on Peaked Hill till Squibnocket project is ready to utilize.
The estimate for this sand project is $34,500. Mr. Hodgkinson said there is an estimated $10,000.00 available from the Coastal Zone Management (CZM) Grant the remaining balance would need to be funded by Selectmen’s account or the FinCom reserve. Discussion ensued
Ms. Coutinho moved to recommend approval of $25,000.00 to be funded from the FinCom reserve fund (fund has $40,000.00 balance prior to any action) Ms. Murphy seconded the motion.
SO VOTED: 5 Ayes Ms. Divoll & Mr. Carroll not present
Squibnocket Project Funding Proposals:
Memorial Day of next year is the forecasted completion date for the Squibnocket Project.
Mr. Hodgkinson discussed the unknowns about the CZM Grant and the possibility of it not being available. Mr. Hodgkinson proposed still pursuing the CZM Grant but to prepare a CPA Funding transfer for this purpose for an existing Squibnocket article. Discussion ensued. Mr. Hodgkinson will seek to gather the members of the CPC to convene and discuss Squibnocket Project. And to also apply for the CZM grant as well.
At 6:21 PM Selectmen requested a quick recess while FinCom members were excused if they needed to go and to allow attendees for the Visionary Session for Menemsha to assemble.
At 6:30 PM Mr. Doty called Visionary meeting to order in the Selectmen’s Meeting Room. Present: Warren Doty, Bill Rossi, Tim Carroll, John Armstrong, Barbara Armstrong,
Mr. & Mrs. Morgan, Deb Hancock, Patrick Echlin, Clair Ganz, Bob Klimm, Kim Manter,
Frank Fenner, Harriette Otteson, Linda Coutinho, Seth Karlinsky, Brian Cioffi, Sean Slavin,
Jane Slater, Bill Vino and videographer from MVTV.
Mr. Veno a senior planner from the Martha’s Vineyard Commission introduced himself (moderator for the Visionary Meeting) and asked attendees to introduce themselves and share their thoughts. The topic for the Visionary Meeting is:
Menemsha Traffic, Parking and Pedestrian Plan
There was extensive discussion and sharing of ideas during the one and a half hour long meeting.
Mr. Doty thanked Mr. Vino for his involvement in our meeting.
At 8:43 PM Mr. Doty moved to adjourn. Mr. Rossi seconded the motion. SO VOTED: 2 Ayes
