Conservation Commission Minutes 01/03/18

Present for the Conservation Commission and attending the meeting were:  Candy Shweder, Chairman, Joan Malkin, Vice Chairman, Pam Goff, Chris Murphy, Sandy Broyard, and       Chuck Hodgkinson.  Reid Silva also attended.  Russell Maloney, Maureen Eisner and Bob Hungerford did not attend.  

The meeting came to order at 12:30 PM.  

NOI SE 12 – 806; REID SILVA FOR ELIZABETH EDDY; 20 Eddy Farm Road;             AP 25-7.7:  Ms. Shweder opened the public hearing at 12:31 PM.  Mr. Silva reviewed the site plan dated 12/1/17 to install an upgraded septic system.  The septic tank, pump chamber and trenching will be within the 100-foot buffer zone of a Bordering Vegetated Wetland.  The closest activity is 28 feet from the wetland edge.  The Commission discussed the observations made at the site visit and asked if the garden/tennis court could be removed from the wetland as it is no longer used.  Mr. Silva suggested at this stage the disturbance might do more harm to the resource than merely leaving it in place.  After brief discussion it was agreed that the garden is not up for review in this application.  The Commission asked Chuck H. to send a letter to the owners asking if they would consider removing the garden/tennis court as this wetland helps purify the water that drains into a coastal great pond.

The discussion returned to the application and with no public comment a motion was made to close the hearing at 12:45 PM.  The motion was seconded and unanimously approved.  A second motion was made to approve the plan as presented with the following special conditions:  1.  The excess excavation spoils shall be removed from the site daily or stored in a covered dumpster.  2.  Siltation barriers shall be installed between the work area and wetland edge and approved by the Conservation Agent before work begins.  3.  The trench spoils within the buffer zone shall be placed upgrade of the trench to allow any erosion to flow into the trench.  The motion was seconded and passed unanimously with five in favor.

DISCUSSION TOWN OF AQUINNAH NOI: Chuck H. explained the Town was contacted as an abutter on a Notice of Intent filed by the Town of Aquinnah.  The purpose is to re-vegetate disturbed areas along the west basin and Lobsterville Road caused by the dredging of Menemsha Channel.   The Commission asked Chuck H. to send a letter of support as this will increase protection of the resource.

ADMINISTRATION:
The draft December 20, 2017 meeting minutes were reviewed and approved as presented by consensus.

The next meeting will be Wednesday, January 17, 2018 @ 12:30 PM.

With no further business to discuss the meeting adjourned at 1:05 PM.
