Conservation Commission Minutes 12/07/16

Present for the Conservation Commission and attending the meeting were:  Candy Shweder, Chairman, Joan Malkin, Vice Chairman, Pam Goff, Bob Hungerford, Maureen Eisner, Sandy Broyard and Chuck Hodgkinson.  Reid Silva also attended.  Russell Maloney and Chris Murphy did not attend.  

The meeting came to order at 12:30 PM.  

RFD REID SILVA FOR MICHAEL AND DOROTHY RODELL; 1 Spud Row; AP 16-5:  Mr. Silva reviewed the site plan dated 10/28/16 to install a replacement water well and trenching to the existing well house within the 100-foot buffer zone of the top of a Coastal Bank on Tisbury Great Pond.  The closest activity is approximately 68 feet from the top of the bank.     Mr. Silva added the water line from the new well will tap into the existing line to the dwelling from the existing pump house.   The specific location was chosen to comply with Board of Health coastal regulations and setback requirements for septic systems.  Its location will also allow the well rig to get to the site without removing any trees.

When asked Mr. Silva said he will make sure siltation barriers are installed before the well is dug to contain the well cuttings.  After brief discussion a motion was made for a negative determination with the following special conditions:  1.  The well site shall be located as far from the pond as possible without compromising the BOH setbacks and without requiring additional tree pruning.  2.  A siltation barrier shall be installed to contain the well cuttings.  3.  The well cuttings shall be removed from the site when finished.  The motion was seconded and passed unanimously with six in favor.

CERTIFICATE OF COMPLIANCE SE 12 – 185; REID SILVA FOR SEVEN GATES              FARM, INC.; CONSTANCE FULENWIDER; 35 Harlock Pond Rd.; AP 1-12:  Chuck H. explained an Order was issued in 1993 to Mrs. John Wilkie to install a water well with the associated trenching approximately 25 feet from the edge of a BVD.  Well site # 1 was installed.  Mr. Silva added the well is completely underground which is why a photo could not be taken of the well site.  The Seven Gates Caretaker confirmed well site # 1 is where the well was installed.  Chuck H. recommended the project is in complete compliance.  A motion was made to accept the recommendation and issue the Certificate of Compliance.  The motion was seconded and unanimously approved with six in favor.

ADMINISTRATION:
The November 16, 2016 meeting minutes were reviewed and approved as presented by consensus.
