Present for the Conservation Commission and attending the meeting were: Sandy Broyard, Chairman, Pam Goff, Bob Hungerford, Joan Malkin and Chuck Hodgkinson. Maureen Eisner, Reid Silva and Remy Tumin also attended. Wesley Cottle, Chris Murphy and Candy Shweder were absent.
The meeting came to order at 12:31 PM.
RFD REID SILVA FOR DEBBIE HANCOCK, TRUSTEE; 18 Crick Hill Rd.;
AP 27.1-120: Mr. Silva explained this application is in response to the Commonwealth’s
Chapter 91 license requirements for the existing pier and floating docks in Menemsha
Basin. They are seeking approval to the length of one of the floating docks that is five
feet longer (25 sq. ft.) than originally proposed. The total installed length of floating
docks is 69 ½ feet.
The following elements of the pier will be removed: 30 sq. ft. of kayak-supporting
planks and a 22 sq. ft. ramp with side rails. The final site plan will be revised to reflect
the following numbers of piles and their locations as built. No piles will be physically
removed or replaced at this time. Remove 12 piles labeled as (X) on the site plan dated
12/11/13. Add seven piles as labeled (O) on the site plan dated 12/11/13.
Chuck H. added the Shellfish Constable inspected the bottom conditions under the
extra 25 sq. ft. of floating dock and said there is no eel grass or shellfish in the area.
After brief discussion a motion was made for a negative determination with the following
special condition: Any maintenance causing disturbances to land under water shall be
reviewed with the Conservation Agent before work begins. The motion was seconded
and with no discussion passed unanimously with four in favor.
RFD MITCH GORDON FOR MARIANNE GOLDBERG; 41 Wequobsque Rd.;
AP 30-112: Mr. Gordon outlined a plan to relocate an existing cottage that is 20 feet
from the top of a coastal bank to a location that is approximately 120 feet from the top of
the bank. The existing sonotube foundation, power, water and septic system will be
removed from the 100-foot buffer zone of the coastal bank. Hayden House Movers from
Cotuit is planning to do the work – most likely this spring. The house will be slid to the
new location on steel girders that will be placed on cradles to level the structure while
being moved.
The septic is located somewhere in the current parking area and the well location was unknown. The disturbed area in the buffer zone will be re-vegetated with meadow grass and wild flowers. The Commission discussed the details of the project at great length. With no comment from the public a motion was made for a negative determination with the following special conditions:
1. If the existing well is within the Commission's jurisdiction that applicant shall return to discuss the plan for re-connecting the water service before work begins.
2. No existing trees shall be removed from the coastal bank buffer zone.
3. Silt fencing shall be installed and approved by the Conservation Agent before work begins.
4. When the current septic system is found and exposed the Conservation Agent shall be contacted to observe the removal of the septic components.
5. A jute matting of some sort shall be placed on the topsoil and seed to contain soil erosion until the meadow grass and wild flower seed in the cleared area is established.
6. The viewing deck that is approximately 20 feet from the edge of the costal bank shall also be removed by hand and the area shall be re-vegetated to contain erosion.
The motion was seconded and with no further discussion passed unanimously with four in favor.

The February 5, 2014 meeting minutes were reviewed and approved as presented by consensus.

MVC Fertilizer Island-wide DCPC and Regulations: Ms. Malkin updated the Commission on the Martha’s Vineyard Commission’s (MVC) proposed island-wide District of Critical Planning Concern (DCPC) regulating the use of fertilizers. If the MVC votes to adopt the regulations on February 20th an island-wide moratorium on the use of fertilizers would be in effect until the projected date of Town voter adoption at the April 2014 Annual Town Meetings.
The next meeting will be Wednesday, March 5, 2014 @ 12:30 PM if any applications are submitted. With no further business to conduct the meeting adjourned at 1:45 PM.
